[OSBAE] OSBAE Proposed Rulemaking Notice

Dear Colleagues and Interested Parties,

The Oregon State Board of Architect Examiners (OSBAE) previously filed a proposed rule notice to amend Oregon Administrative Rule (OAR) 806-010-0010. The Board has since proposed additional amendments and is reopening the public comment period to provide an opportunity for feedback on the revised language.
The proposed changes are outlined in the attached notice and include the following:


  1.  Clarifying acceptance of Education Evaluation Services for Architects (EESA):
OSBAE already accepts EESA evaluations, and this amendment would make that policy explicitly clear in rule.
  2.  Updating eligibility to take the Architect Registration Examination (ARE):
The proposed amendment would align Oregon's exam eligibility requirements with the National Council of Architectural Registration Boards (NCARB) model regulation by allowing individuals with a high school diploma or equivalent to take the ARE. To support inclusivity, the further revised proposed rule would remove the phrase 'state or federally recognized/regulated...' from the previously proposed language.
Please note: This change affects exam eligibility only and does NOT alter the education, experience, or exam passage requirements needed for registration as an architect in Oregon.

Previously submitted comments remain on record and do not need to be resubmitted unless you wish to provide additional feedback. All comments must be received by 4:30 p.m. on July 22, 2025. An optional public hearing will occur on July 16, 2025. Information about how to submit comments is contained in the attached notice.

In accordance with guidance from Governor Kotek's office regarding transparency in rulemaking, please be aware that public comments will be posted on the OSBAE website. All submitted comments will also be reviewed by the Board at its next scheduled meeting following the close of the comment period.
