<DIV align=left>FINANCIAL COORDINATOR</DIV>
<DIV align=left> </DIV>
<DIV align=left>The Financial Coordinator provides financial support and
analysis to Division and Branch offices in the areas of</DIV>
<DIV align=left>accounting and internal controls, financial reporting,
operational expense analysis, budgeting, accounting system</DIV>
<DIV align=left>review, and submission of journal entries to the accounting
system. This position meets regularly with accounting,</DIV>
<DIV align=left>budgeting, and program management employees to identify program
policy and information needs. This position</DIV>
<DIV align=left>is located in Salem, Oregon.</DIV>
<DIV align=left> </DIV>
<DIV align=left>*UNDERFILL OPTION: This position is classified at the Fiscal
Analyst 2 level, however, we encourage</DIV>
<DIV align=left>candidates who meet the minimum qualifications of the Fiscal
Analyst 1 position to apply (salary $2,945 -</DIV>
<DIV align=left>$4,286/monthly). We may underfill the position until the
selected candidate fulfills the minimum qualifications</DIV>
<DIV align=left>for the Fiscal Analyst 2 level.</DIV>
<DIV align=left> </DIV>
<DIV align=left>As a Financial Coordinator you will:</DIV>
<DIV align=left>• Set up appropriate expenditure accounts and subjobs in TEAMS
(ODOT accounting system), ensuring system</DIV>
<DIV align=left>structure reflects the correct funding source and
appropriation/limitation.</DIV>
<DIV align=left>• Research erroneous expenditure charges upon requests from
Divisions/Branches. Assist and/or prepare</DIV>
<DIV align=left>journal entries/transfers, obtain approvals and submit for
entry.</DIV>
<DIV align=left>• Assist customers in determining appropriate coding for payment
transactions, standard labor, equipment</DIV>
<DIV align=left>activity reporting, and revenue transactions as needed.</DIV>
<DIV align=left>• Load legislative, work plan, and project budgets for business
lines as requested. Assist the customer in</DIV>
<DIV align=left>monitoring the Position Inventory Control System (PICS) and
tracking of permanent financing.</DIV>
<DIV align=left>• Assist customers with the use and interpretation of online
financial reports and financial inquiry data tools.</DIV>
<DIV align=left>Create ad hoc financial reports that are useful, easy to use,
and provide managers the tools to manage and</DIV>
<DIV align=left>achieve program goals.</DIV>
<DIV align=left>• Contribute to a cross-functional work team by providing
financial reports and spreadsheets to assist in fiscal</DIV>
<DIV align=left>planning and analysis and to properly account for
expenditures.</DIV>
<DIV align=left>• Provide proactive/unsolicited consultation to all levels of
management in matters requiring financial and</DIV>
<DIV align=left>accounting expertise. Actively interpret and review financial
results with management.</DIV>
<DIV align=left>• Utilize quantitative analysis techniques to evaluate ongoing
Division/Branch operations as they pertain to</DIV>
<DIV align=left>financial activities. Includes rate compilations, return on
investment, cost/benefit, payback period, and</DIV>
<DIV align=left>assistance with budget policy option packages.</DIV>

<DIV align=left>Fiscal Analyst 2 Minimum Qualifications</DIV>
<DIV align=left>• Five years of progressively responsible experience that
included the preparation, analysis, and administration</DIV>
<DIV>of a budget or fiscal system; OR• Five years of professional-level
experience in accounting, fiscal auditing, management or program analysis.</DIV>
<DIV>Experience must have included modeling, forecasting and analyzing fiscal
information; OR• Successful completion of the Department of Administrative
Services Budget and Management Public</DIV>
<DIV align=left>Administrative Trainee Program.</DIV>
<DIV align=left>Note:</DIV>
<DIV align=left>• A Bachelor’s Degree in Business, Public or Non-Profit
Management, Finance, Accounting or a related degree</DIV>
<DIV align=left>(such as Public Policy, Political Science, Public
Administration, Economics or other analytical or technical</DIV>
<DIV align=left>degree) may substitute for three years of the required
experience.</DIV>
<DIV align=left>• A graduate-level degree in any of the above areas may
substitute for four of the five years.</DIV>

<DIV align=left>Fiscal Analyst 1 Minimum Qualifications</DIV>
<DIV align=left>• A Bachelor’s Degree in Business, Public or Non-Profit
Management, Finance, Accounting or a related degree</DIV>
<DIV align=left>(such as Public Policy, Political Science, Public
Administration, Economics or other analytical or technical</DIV>
<DIV>degree); OR• Three years experience in management, policy or program
analysis, or technical-level budgetary support</DIV>
<DIV align=left>activities.</DIV>
