The meeting is concurrent with the Portland Sportsmen’s Show and will be from at 8 a.m. to 10 a.m. in Room 204, Hall D, of the Portland Expo Center. The public is welcome to attend and an opportunity for public comment will be provided at 9:45 a.m.<o:p></o:p></span></p><p class=MsoNormal style='text-indent:.5in;line-height:200%'><span style='font-size:12.0pt;line-height:200%;font-family:"Times New Roman","serif"'>The Guide Advisory Committee is defined in statute to “provide advice to the board on various matters regarding the implementation” of outfitter & guide laws and rules. The committee was instrumental in developing a series of changes to the Marine Board’s outfitter & guide program. A series of rules were adopted in October 2011 that clarified the scope of Board authority to revoke and suspend guide and outfitter registrations, modified boat decals to simplify enforcement for legal areas of operation, established the “Guide Boatsman Trainee” designation to simplify compliance with whitewater requirements, and refined rules related to the Non-resident Hunt Tag Certification Program.<o:p></o:p></span></p><p class=MsoNormal style='text-indent:.5in;line-height:200%'><span style='font-size:12.0pt;line-height:200%;font-family:"Times New Roman","serif"'>In addition to the rules, the GAC worked with Marine Board staff to develop an enforcement pilot project to help coordinate county and state law enforcement to address specific issues and areas of concern. <o:p></o:p></span></p><p class=MsoNormal style='text-indent:.5in;line-height:200%'><span style='font-size:12.0pt;line-height:200%;font-family:"Times New Roman","serif"'>The February 9 committee meeting will include a summary of the past year’s activities, enforcement actions, registration numbers, and potential legislative concepts for 2013.
