<p class="MsoNormal" style="line-height:200%"><b>              </b><span style="font-family:"Times New Roman","serif"">The States Organization for Boating Access (SOBA) recently presented their top national awards to two boating access sites in Oregon.  The
 City of Winston and Metro Regional Government were each recognized during the 27<sup>th</sup> annual National Boating Access Conference, which was recently held in Portland, Oregon.  Both projects were nominated by the Boating Facilities Section of the Oregon

<p class="MsoNormal" style="line-height:200%"><span style="font-family:"Times New Roman","serif"">            The City of Winston received SOBA’s Outstanding Small Project Award for Harold and Sid Nichols Park, a brand new boat launching facility on the South
 Umpqua River.  Members of the Nichols family, who generously donated land for the park, were joined by representatives of the Umpqua Fisherman’s Association, and the City of Winston in accepting the prestigious national award.  Ultimately, Harold and Sid Nichols
 Park, which opens 40 miles of river to anglers by providing boating access, will also host a fish acclimation facility to help increase fish runs on the South Umpqua.  Harold and Sid Nichols Park boating facility has a single lane concrete, v-groove boat ramp,
 vault toilet, access road, paved parking for 20 trailered vehicles, landscaping and ramp protection, storm drain pipes and swale for runoff.  The facility was funded with $347,785 in federal and Sport Fish Restoration funds administered by the Department of
 Fish and Wildlife, $11,000 for cultural site evaluation and preservation from the Cow Creek Band of Umpqua Tribes of Indians, $115,928 in state boater funds from the Marine Board, and $8,736 in local match for a project total of $483,449.

 SOBA presented the Outstanding Large Access Award to Metro for the M. James Gleason boat ramp, which received a complete makeover as the result of a multi-phase effort to restore this highly popular launch site on the Columbia River to more modern state. 
 Dan Kromer, Metro’s Developed Parks Manager, accepted the award on behalf of the regional government agency.   This multi-million dollar project began in 1998 and underwent five phases of construction, requiring compliance with more than 20 regulatory and
 jurisdictional agencies.  Materials and safety standards changed during that timeframe, requiring additional consultation and design modifications.  The M. James Gleason boating facility is complete with a four-lane, v-groove concrete boat ramps, boarding
 floats, transient dock, steel pilings, gangway, wave and debris deflection wall, paved boat trailer parking lot with 145 trailer spaces, paved car parking lot with 120 spaces, access road, a four-stall flush restroom, storm water structures, landscaping, irrigation,
 mitigation plantings, and accessible routes to the water for bikes, pedestrians and non-motorized boaters.  The facility was funded with $3 million in combined federal sources (Boating Infrastructure Grants, Sport Fish Restoration funds, and Clean Vessel Act
 funds), $2 million in state boater funds from the Marine Board, and $1.4 million in local funds for a project total of $6.5 million.  The materials and design will withstand the elements and should serve boaters for decades to come.

 Marine Board’s <span style="color:#202020">Boating Facilities Section Manager/Deputy Director, Wayne Shuyler, received the highest honor that SOBA bestows each year, the

<p class="MsoNormal" style="line-height:200%"><b><span style="font-family:"Times New Roman","serif";color:#202020">William Ivers Award</span></b><span style="font-family:"Times New Roman","serif";color:#202020">.  It is presented to an individual who has contributed
 significantly over at least 15 years to the design, construction, management or administration of boat access facilities or programs. Shuyler has been involved in parks and recreation for nearly 40 years, working for three state governments in Missouri, Arizona
 and Oregon. Shuyler began working for the Marine Board in 1990 initially as a Waterway Planner and focused much of his attention on recreational boating and waterway use planning, including the development of rules that impacted the ability of a boater to
 use waterways, facilities and operation.  He authored and co-authored several plans, publications and surveys to evaluate boating use, economic impacts and construction improvements.  Shuyler has also been active with SOBA since 2004 serving on the Executive
 Board in 2006 as a Member-At-Large, to the Treasurer position in 2008, VP in 2009, President in 2010 and Past-President in 2011.  Shuyler is a champion of innovation and also known in the boating access world as “The Professor,” for his patience, ability to
 communicate to a broad audience, and for being able to teach through established guidelines so each grant applicant can succeed with their projects.  His contributions to the Marine Board and boaters in Oregon are significant and warrant accolades.
