<p class="MsoNormal"><span style="font-family:"Times New Roman","serif"">The Oregon State Marine Board will be holding a foam encapsulation rules advisory committee meeting on October 4, beginning at 10 am.  The meeting is being held at the Rocky Pointe Marina,

<p class="MsoNormal"><span style="font-family:"Times New Roman","serif";background:white">The objective for the committee is to review the rules (</span><span style="font-family:"Times New Roman","serif""><a href="http://arcweb.sos.state.or.us/pages/rules/oars_200/oar_250/250_014.html"><span style="background:white">OAR
 250-014-0010 through 250-014-0090</span></a><span style="background:white">).  Committee members will also discuss installation and maintenance of encapsulated foam for docks, boathouses and floating homes that are on Oregon’s waterways.

 foam encapsulation law applies to "white bead polystyrene" foam typically used for dock flotation.  Since 1992, Oregon law requires bead foam to be encapsulated. 
</span><span style="font-family:"Times New Roman","serif";background:white">Covered foam provides a physical barrier between the foam and the water. 
<span style="color:black">White bead foam tends to break down into small pieces when it rubs against other surfaces.  Pieces of foam that break away can enter the water and endanger waterfowl and fish that mistake the foam for food.  Foam also contributes to
 pollution if not properly covered.<span class="apple-converted-space"> </span></span> Additionally, covered foam expands the useful life of docks and prevents pieces from entering the water.  Oregon law requires owners of docks to submit a Foam Encapsulation
 Certification Form with the Marine Board, in addition to obtaining other federal, state or local permits, licenses or approvals that may be required.
