Greetings,

We are working towards aligning time entry and approval practices with the guidance in the Oregon Accounting Manual (OAM 45.07.00). Our continued focus is on removing automated approvals of timesheets for the mid-month pay period as was communicated to payroll partners in a Time Entry Review and Approval Follow up message on August 13, 2025.

Our shared goal is that all required timesheets are submitted and approved on time each month for the mid-month payroll processing as even a small percentage of unapproved timesheets can delay pay and erode employee trust. Based on compliance data, we are implementing a six-month transition period (December 2025 - May 2026)-during which we will continue mid-month automated approvals to ensure employees are not impacted by missed approvals.

We will send out monthly compliance reports to agency directors of agencies with unapproved timesheets starting Dec. 23, 2025.  The report called "Time Entry Mass Approved on Run 2" will be shared with agency directors and Payroll Partners. The November Run 2 report is available for payroll partners in Workday Drive: Drive > Payroll Resources > Reports > R2 Mass Approved Reports

This report is intended to be a starting point for conversations with employees and managers that are not meeting the cutoff for time entry that results in a mass approved entry on the mid-month payroll processing. Our goal is to address these mass approved entries and help educate staff on the importance of getting time entered prior to the stated cutoff times so that we can reduce mass approved entries to zero in the coming months.
