We have placed the final set of three Oregon Accounting Manual (OAM) payroll policies as out-for-comment and we're seeking agency feedback on them. The three OAMs are listed below along with highlights of the most impactful changes, which we're adding in lieu of a track changes document. Given the changes in format that have occurred, the track changes document is challenging to follow in our opinion. However, if you would like a copy, we'd happy to share it directly with you. 45.40.00 Payroll - Pay expense reimbursements and document retention * Updated language to replace Oregon State Payroll Application (OSPA) with the Workday Payroll System. * Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance." * All sections include updated formatting and plain language edits. * Added OAR 166-300-0025 as a reference for record retention. 45.42.00 Payroll - Appropriate materials to disburse with payroll * Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance." * All sections include updated formatting and plain language edits. * Added ORS 292.026 and OARs 125-015-0200 and 125-090-0085 as a references for payroll payments. * Added definition for stored value cards. 45.45.00 Separation of Duties * Updated language to replace Oregon State Payroll Application (OSPA) with the Workday Payroll System. * Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance." * All sections include updated formatting and plain language edits. * Various sections have modified and updated language for clarity and consistency. * Section 103 was re-worked to provide clear direction for agencies working in payroll systems that integrate with Workday. Project Website Launch and Upcoming Statewide Announcement The Oregon Department of Administrative Services (DAS) on behalf of the state of Oregon is making updates to improve accuracy, timeliness, and consistency in how employees are paid. By July 1, 2027, all employees will transition from a monthly pay schedule to a biweekly pay schedule, overtime eligible employees will get paid hourly instead of salary, and we will eliminate forecasting time. The Payroll Transition project website with information on these structural pay changes is now live and accessible. A statewide announcement will be sent to all agency executive branch employees tomorrow to introduce the Payroll Transition and provide the website and how employees can stay up to date. I?ve attached a PDF of talking points related to the Payroll Transition that you can use as needed. We know the structural pay changes bring questions, and we are committed to providing clear and accurate communication. Because the project is still in its planning phase, some decisions are still being made, and we don't have all the answers yet. Within the template, there are highlights for where the agencies are to tailor the notification to the employee's specific situation. The 364-day maximum timeframe between when the overpayment occurred and when the employee is notified, as described in paragraph 105 of OAM 45.55.00 remains in effect. For clarity, the overpayment occurred during the applicable payroll month, not when the payment to OSPS was made in response to the PEBB arrears invoice.
