OSPS News ~ Employee Notification Template for OSPS PEBB Arrears Billing

Good morning,

A template has been developed and approved for required agency use when notifying employees of the agency's intent to collect amounts paid on their behalf pursuant to OSPS PEBB arrears invoices and is available on the Workday Drive, and is found here:

Agencies need to use this language in their notification rather than internally developed ones due to the specific nature of this "overpayment" (as the term is used in OAM 45.55.00<https://www.oregon.gov/das/Financial/Acctng/Documents/45.55.00.pdf> Payroll: Collection of Employee Benefit Payment Amounts Paid by the Employer). Within the template, there are highlights for where the agencies are to tailor the notification to the employee's specific situation.

The 364-day maximum timeframe between when the overpayment occurred and when the employee is notified, as described in paragraph 105 of OAM 45.55.00 remains in effect. For clarity, the overpayment occurred during the applicable payroll month, not when the payment to OSPS was made in response to the PEBB arrears invoice.
