The legislation and Federal Reserve rule are both complex and some uncertainty remains surrounding interpretation of certain aspects of the rule. Nonetheless, the ability to offer bill pay functionality on prepaid debit cards appears to be one of several results with a direct impact on the State of Oregon AccelaPay Card
