Bartering is the trading of one product or service for another. Usually there is no exchange of cash. Any business owner or professional who has a product or service to offer can barter. While our ancestors may have exchanged eggs for corn, today you can barter computer services for auto repair. Another example of a one-on-one, non-barter exchange transaction is a plumber doing repair work for a dentist in exchange for dental services. The fair market value of the goods and services exchanged must be reported as income by both parties. Barter may take place on an informal one-on-one basis between individuals and businesses, or it can take place on a third party basis through a modern barter exchange company. For tax purposes, barter is treated like ordinary sales, and its value must be reported. The barter exchanges record all transactions and report them to the Internal Revenue Service. Taxpayers should treat barter income like any other business activity. Keep good records, work with a reputable barter exchange and consult the IRS or a tax professional with any questions. See the Bartering Income page for more information on your how barter income is taxed, including depreciated assets, appreciated assets, how to report it if bartering is your trade or business, and a video on barter income. The third link takes you to a full summary of the Act of 2009. I've attached a copy in a pdf file. Tax Provisions in the American Recovery and Reinvestment Act of 2009 Congress has approved and the President has signed new economic stimulus legislation, the American Recovery and Reinvestment Act of 2009. The IRS is working closely with Congress and the administration on the stimulus legislation and will implement tax-related provisions of the new program as quickly as possible. Additional details will be available on this Web site, IRS.gov, as soon as they become available. Following are a few questions and answers on the legislation. Could the new legislation affect 2008 tax returns? Generally, no. The new legislation does not have any major impact for the vast majority of individuals preparing their 2008 tax returns due April 15. Instead, these changes will largely impact 2009 tax returns filed next year, in 2010. Taxpayers should continue to prepare their 2008 tax returns as they normally would. There are a few limited areas in the legislation that could impact 2008 tax returns. For example, for some small businesses, changes in the net operating loss provisions could affect 2008 tax returns. More details on this and other changes ? such as the first-time homebuyer?s credit ? will be available soon. When and how will people get the $400 to $800 ?Making Work Pay? tax credit? Taxpayers will not get a separate, special check mailed to them like last year?s economic stimulus payment. For many taxpayers, the additional credit will automatically start showing up in their paychecks this spring. For people who receive a paycheck, the credit will typically be handled by their employers through automated withholding changes. For some other people, the credit can be claimed when they file their 2009 tax return next year. More details about the ?Making Work Pay? credit will be available soon, including an updated version of the withholding tables contained in Publication 15, (Circular E), Employer?s Tax Guide. Does this new stimulus legislation have any impact on the recovery rebate credit for 2008 tax returns being filed now? No. But the IRS reminds taxpayers and tax preparers to make sure they properly determine eligibility for the recovery rebate credit before they file their 2008 federal tax returns. Where are more details on the tax provisions of the legislation? The IRS will be providing more details on this web site as it becomes available. A summary of the key provisions is available from the Senate Finance and House Ways and Means committees. The Internal Revenue Service today released new withholding tables that will result in more take-home pay this spring for millions of American workers. The new tables incorporate the new Making Work Pay credit, one of the key tax provisions included in the American Recovery and Reinvestment Act of 2009 that became law earlier this week. ?For most taxpayers, the additional credit will automatically start showing up in their paychecks this spring,? said IRS Commissioner Doug Shulman. ?Since employers and payroll companies will handle this change, people typically won?t need to take any additional action. The IRS will continue working to implement this and other provisions of the new law as quickly as possible.? The new withholding tables, along with other instructions related to the new tax law, will be incorporated in new Publication 15-T. This publication will be posted to this Web site next week and mailed to more than 9 million employers in mid-March. The IRS asks that employers start using these new tables as soon as possible but not later than April 1. Most workers will see a boost in their take-home pay soon thereafter. Eligible workers will get the benefit of this change without any action on their part. This means that workers don?t need to fill out a new W-4 withholding form to get the Making Work Pay credit reflected in their take-home pay. A Form W-4 will not need to be submitted for the automatic withholding change. Individuals and couples with multiple jobs may want to submit revised Form W-4 forms to ensure enough withholding is held to cover the tax for the combined income. Publication 919 provides additional guidance for tax withholding. Available for tax years 2009 and 2010, the Making Work Pay credit is 6.2 percent of a taxpayer?s earned income with a maximum credit of $800 for a married couple filing a joint return and $400 for other taxpayers, but it is phased out for higher income taxpayers. Most workers will qualify for the maximum credit. Because the credit is refundable (people can get it even if they owe no tax), most low-income workers will also qualify for the full credit. Though all eligible taxpayers will need to claim the credit when they file their 2009 income tax return next year, the benefit will generally be spread out over the paychecks they receive beginning this spring and continue until the end of the year. Many higher-income taxpayers will see little or no change in their take-home pay. That?s because the Making Work Pay credit is phased out for a married couple filing a joint return whose modified adjusted gross income (AGI) is between $150,000 and $190,000 and other taxpayers whose modified AGI is between $75,000 and $95,000. Taxpayers will not get a separate, special check mailed to them from the IRS like last year?s economic stimulus payment.
