The IRS has posted the latest edition of the Federal-State Reference
Guide (IRS Pub. 963) on its website.  It can be accessed at:
http://www.irs.gov/govt/fslg/content/0,,id=117706,00.html.


That Guide is a key resource for State Administrators, the IRS, SSA,
and state and local government public employers and their legal and
financial advisors.  The Guide is a principal resource that can be
used to help ensure compliance with the myriad federal laws and
regulations that govern state and local governments' Social Security
and Medicare coverage and benefits, FICA and employment tax
obligations, and public pension system requirements.

I recommend that you and the public employers in your states
"bookmark" this Guide so you can refer to it whenever you have a
question and concern.
