Chris Cox, of the Department of Revenue, has designed an Excel Filing Spreadsheet which should make this task much easier for you. Below is Chris' email and attached is the spreadsheet. Thank you. From: COX Chris * DOR [mailto:Chris.COX at oregon.gov] Sent: Monday, August 27, 2018 7:34 AM To: Pamella Johnson Subject: Revenue On Line excel spreadsheet Pamella, can you send this out please. This can be used only if you will be filing on ROL(you can't use this to mail in your email employee detail if filling by paper). As long as you can get the data into excel then on ROL you can import it when filing your quarterly return on ROL. Any questions concerning how to file on ROL let me know. Below are some FAQ'S 1) Should the file include the header row in the first line? (Yes the header needs to be there) 2) What is the format for the SSN? Should it include dashes or not? (it does not matter how you enter it into the spread sheet it will put the dashes in for you.) 3) Should the two amount fields for the wages and tax both include a period and two decimal places? (the spread sheet does this for you for any value that is missing the period and decimal places. Example you enter $13.1 it will put the extra zero to make it $13.10) 4) Am I correct in assuming there should be no period in the 'Employee first initial' values? (Yes that is correct) The worksheet is formatted to work correctly with importing into Revenue On Line. *****CONFIDENTIALITY NOTICE***** This e-mail may contain information that is privileged, confidential, or otherwise exempt from disclosure under applicable law. Are there processing fees which employers are allowed to collect on garnishments? The employer can charge a processing fee only up to the amount that is allowed on the garnishment. The fee can vary based on who is sending the garnishment. 2. Is it necessary for the employee to receive a copy of the employer's response to a garnishment? Yes, We are looking into the ability to print the response from ROL (that way employers who want to use ROL to do their responses will not have to also fill out a paper copy to give to the employee). 3. Does DOR "push" vs "pull" from an employer's account for their payment of STT and other payments they make to Department of Revenue through ROL. For revenue online payments we Pull the payment. (This question was asked because for this employer it was important information for their treasury department.) 4. We had questions on whether Union Dues and Health Insurance Premiums are Mandatory or Non Mandatory deductions for Garnishment purposes. Sadly we cannot give an answer on this and it is best to consult your entity's department which can give legal advice. 5. We had questions around employer paid items and if they are subject to STT. These items are added to wages and subject to the other taxes, therefore yes they are subject to STT. The only things that are not subject are Pre Taxed Deductions. Any other questions feel free to email or call. Thank you for all those that attended our trainings. A special shout out to those that hosted. I look forward to seeing everyone in our next training we plan to start up in December and plan to have training in 2019. *****CONFIDENTIALITY NOTICE***** This e-mail may contain information that is privileged, confidential, or otherwise exempt from disclosure under applicable law.
