[OSTXUsers] An update to OSTX

A problem occurred with the Chrome browser when using OSTX to download a PDF.  The spinner (hourglass) that told you that a PDF file was in the process of being downloaded was causing Chrome to stop working.  We removed the spinner so that the PDF download would work in all browsers.  That fix will be loaded into OSTX tomorrow, Thursday October 17, morning as part of our weekly updates.

After removing the spinner, the only indicator that the file is in the process of being downloaded is the browser's own indicator. Example in Internet Explorer:

We are sorry if this causes you any inconvenience but it was necessary to allow all browsers to work.
