I need to inform you of the fact that on September 15th the Legislative Fiscal Office requested all state agencies to submit plans to reduce their 2011-13 General Fund biennial budgets up to 10.5% in three increments of 3.5%. A copy of this request is attached.<br>
<br>
This matter will be before the State Library Board of Trustees at their upcoming meeting on October 21st. The staff will be making the following recommendation to the Board for the requested options:<br>

First 3.5% ($101,087)<br>
The staff recommends the first reduction be made to the personal services budgets in Library Development and Talking Book and Braille Services. Anticipated staff changes will enable this to be accomplished without any reduction in staff.<br>
<br>
Second 3.5% ($101,087)<br>
The staff recommends a reduction in Ready to Read grants made in the second year of the biennium (December 2012). The grant budget would be reduced by 16.58%, from 83 cents per child to 69 cents per child, to a total of $508,668.<br>
<br>
Third 3.5% ($101,087)<br>
The staff recommends a reduction in Read to Read grants made in the second year of the biennium (December 2012). This reduction combined with the second reduction would be a reduction of 33.16%, from 83 cents per child to 55 cents per child, to a total of $407,581.<br>
<br>
I want to emphasize that these staff recommendations are just options that may or may not need to be considered when the Legislature convenes in February 2012. The State Library Board will decide on the final list of options that will be submitted in early
November. <br>
<br>
The Board will deliberate on this at their meeting on Friday, October 21st. There will be an Open Forum for anyone to address the Board on this or any other matter at 10 a.m. You may also send comments to the Board Chair, Sam Hall, in care of the State Library.<br>
