[Prep] Homeless youth

In Hawaii, minors may provide informed consent for primary and preventive health care at age 14 if parental/guardian consent cannot be reasonably obtained.  I would classify pregnancy prevention education as health education, which is a form of preventive health care and would allow a homeless youth to consent.

In Nevada we require parent/guardian consent forms for PREP programming.  One of our health educators is wondering what to do if homeless youth are willing to attend classes, but do not have a parent or guardian to sign for them.  Have any other states encountered this?
