<p class="MsoNormal"><i>Has parental consent to participate in the program or the surveys ever been an issue? If so, how managed?<o:p></o:p></i></p>

<p class="MsoNormal">The short answer is that parental consent to participate in the program or the surveys has not really emerged as an issue thus far in CA PREP.
<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">We collect information on participant and parent refusals to complete surveys. From September 2013 to June 2014, there were 357 participant refusals and 66 parent refusals with 13, 174 entry surveys completed during this time. So, participant
refusals were a minimal issue and parent refusals even less so. We hear from our agencies that they typically include an explanation of the surveys (including sometimes sharing a preview copy) when they have ‘parent night’ or prepare a parent/guardian packet
for youth to take home prior to participation in the program. We have guidance in place on survey preview protocols for parents/guardians. We also require all health educators to attend web-based training on administering surveys before they are able to implement
the program to ensure they are following the IRB-approved procedures for consent/notification.

<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">As for consent to participate in the program, we do not track numbers of youth who are unable to participate due to lack of parental consent. Anecdotally and through our various methods of tracking TA concerns, this has not come up as an
issue. As supported by CA Ed Code, program consent is “opt out” (passive consent) rather than “opt in” (active consent). We did have some issues last program cycle with school districts insisting on active consent, but that has not been an issue thus far in
our new program cycle. <o:p></o:p></p>

<p class="MsoNormal"><span style="color:#1F497D">To improve parent support of the program, we offer Parent Night meetings at each school prior to implementing the curriculum. This gives parents the opportunity to find out just what their children will be taught.
One of our key messages is to encourage parents to discuss sexual health with their children. We emphasize that schools can teach facts and skills, but it is important for families to share their values. One of our parents has become a champion for the program
and speaks at parent night sessions. Because he is one of them, he is most convincing.</span><o:p></o:p></p>
