The involvement of a broad range of stakeholders is integral to the legislature's budget development process. The Legislative Fiscal Office, as part of its efforts to package documents electronically for easy access by the subcommittee, has asked agencies to gather stakeholder input, as possible, for submission in advance. Timber harvest and revenue For the fiscal year beginning July 1, 2011, total timber harvest volume for all nine ODF districts that encompass state forestland is projected at 245 million board feet. (A board foot is a unit of wood that measures a foot square and an inch thick. There are about 13,000 board feet of framing lumber in an average house.) Depending on the type of forestland, most of the revenue from timber sales is distributed to county governments and local taxing districts, or to the Common School Fund to benefit public schools throughout the state. From July 2009 to June 2010, timber revenue from state forestlands produced $42.6 million for counties, local school and local taxing districts, and $9.6 million for the Common School Fund. The Forest Trust Land Advisory Committee's (FTLAC) meeting agenda includes: * Discussion of state forest-related bills underway in the Oregon Legislature * Review of Northwest Oregon Forest Management Plan implementation plans currently underway * Review of fiscal budgets and revenue projections from state forest lands * Review of issues before the Board of Forestry or State Land Board in the next several months regarding state lands, including the carbon markets project in the Gilchrist State Forest; management of the Elliott State Forest; evaluation of Oregon Department of Forestry (ODF) land management by the Institute for Natural Resources, and the ongoing review of conservation principles; planning for State Forests and defining "greatest permanent value" by the Board of Forestry The meeting will be held from 9:30 a.m. to noon in the Santiam Room of the ODF Operations Building (D), 2600 State St., in Salem. FTLAC meetings are open to the public, and an opportunity for public comment will be provided at 10 a.m. The FTLAC is a legally mandated committee of county commissioners representing counties that deeded lands to the state. The committee advises the Board of Forestry on matters where counties may have a responsibility related to forestland managed by ODF. Planning and policy decisions made by the board and department can affect revenues received by the counties with forest trust lands managed by ODF, which are located in the Tillamook State Forest and elsewhere. Counties depend on revenue generated from management activities on these lands. The revenue is used primarily for local schools and also helps fund county government and local taxing districts. FTLAC is made up of seven members that represent the 15 counties that have state forest land within their county boundaries. The afternoon has been set aside for the second phase of a workshop on board policies governing the use of pesticides in forest management. The meeting and workshop are open to the public. BOARD OF FORESTRY MEETING - 8 a.m. to 2 p.m. Agenda items include: Elliott State Forest Management Plan rulemaking The Oregon Department of Forestry (ODF) will request approval from the board to begin rulemaking for a new draft Elliott State Forest Management Plan. The revised plan went out for an informal 60-day public review last November. Following the review, ODF staff made a number of changes to the draft based on the comments received and further staff work. Scientific review results Oregon State University's Institute for Natural Resources will present an overview of environmental, social and economic findings from its recent scientific review of ODF's analysis of different management plan alternatives for the state forests. Fire patrol assessment hearings The board will hold two hearings for Benton County landowners with objections to the recent inclusion of their properties among lands that are charged assessments for wildland fire protection. Forestry Program for Oregon public comments ODF staff will present a summary of comments received from the public on the 2011 update of the board's strategic plan, the Forestry Program for Oregon. Staff will recommend changes to the draft plan, based on the comments received. The meeting is open to the public, and comments will be received on forestry-related items not included in the agenda during a general comment period shortly after 8 a.m. Members of the public wishing to comment on specific agenda items will have an opportunity to address the board during the time each item is scheduled. PESTICIDE WORKSHOP - 2 p.m. to 5 p.m. In the afternoon, the board will hold the second session of a two-part workshop designed to create a greater understanding of the board's authority, roles, responsibilities and relationships concerning forest pesticide policy. The board will hear non-agency perspectives on a variety of subjects related to forest pesticide use. Public comment will be received following the presentations. The board will then discuss its current policies and identify follow-up board work.
