Specifically, the Governor believes the Ninth Circuit’s ruling wrongly mandates a permitting approach that should have been left to the discretion of the U.S. Environmental Protection Agency and states and effectively overturns a rule that has been in place for 35 years.</span><span style='font-size:10.5pt;line-height:110%;font-family:"MS Mincho";color:black'>
