Governor Kitzhaber announced today that Jada Rupley will serve as Oregon’s Early Learning System Director. Ms. Rupley will lead Oregon’s effort to integrate and improve programs and investments for children ages 0-6, with an emphasis on new approaches that
deliver better outcomes and results. The position was created as part of sweeping changes to early education passed by the Legislature in 2011.

“We know that devoting resources to early learning programs is the most cost effective and high-yield investment we can make as a state,” said Governor Kitzhaber. “Children who arrive at kindergarten ready to succeed are more likely to read at grade level in
third grade, graduate high school on time, and move on successfully in life. With Jada, we have a leader to move this strategy forward.”

“I’m honored that Governor Kitzhaber is entrusting me with this effort,” said Ms. Rupley. “I’m excited to be a part of the Governor’s education reform agenda, to be able to focus on results and innovation, and to help communities meet the goal of all children
arriving at kindergarten ready to succeed.”

Ms. Rupley brings more than 25 years experience to the position. She recently retired from ESD 112 in Vancouver, Washington, where she served as associate superintendent. Her background includes overseeing and implementing education programs for young children,
including Head Start and Special Education; serving as co-chair of the State of Washington’s Early Learning Advisory Council from 2007-2010; and working as a school psychologist in special education. She began her career as an elementary teacher.

Ms. Rupley will begin her new position on September 4.
