Originally, the deadline for this data collection was June 30, 2008. Many school districts put forth great effort to complete the follow-up interviews and we appreciate those efforts. Forty-two school districts have already collected 100% of their follow-up interviews. Since this is the first year the ODE has collected Post School Outcome data and school districts are just learning the process, the ODE is extending the collection until September 30, 2008 to allow districts to fulfill the required obligation to collect this data or to continue to search for students who were not located. The results of each school district's 2007-08 Post School Outcome data collection will be reported to the public in the 2009 School District Special Education Report Card. The ODE is reimbursing school districts for completed follow-up interviews (required or alternate) at a rate of $15 per completed interview. Districts have until September 30, 2008 to expend this money. Grant awards are the maximum amount that districts can receive; actual reimbursement is based on the number of completed interviews. (Example-15 possible interviews=$225; 12 actual completed interviews=$180 is the maximum amount that can be claimed.) Attached is the amended rule OAR 335-095-0050 with changes marked. A new temporary rule creates a process for educational facilities to apply for a special exception to the usual proportion of Direct Supervision and Indirect Supervision required, and allows each Speech-Language Pathologist (SLP) to supervise four SLPAs instead of two. This special exception may only be granted for one year at a time, and only for up to two years in any five year period. It is intended to help educational facilities continue to serve their student populations despite severe staffing shortages or other extenuating circumstances. This temporary rule went into effect on August 13, 2008, and expires on February 8, 2009. School districts or educational service districts wishing to apply for this exception should do so immediately, using the attached form (also on the Board's website). Any exceptions granted by the Board under this temporary rule will remain in effect until July 31, 2009. Over the next few months, the Board will discuss whether permanent adoption of this amendment is advisable.
