Scholarship recipients will enroll in the Oregon cohort of the Speech Language Pathology Masters degree program through Nova Southeastern University (NSEU). During the 2007 Regular Legislative Session, House Bill 3141, Section 19 (12), was passed by the 74th Oregon Legislative Assembly. Each biennium, the Department of education may expend up to $150,000 from the State School Fund for the administration of a program to increase the number of speech-language pathologists and speech-language pathology assistants under sections 21 to 25 of this 2007 Act. Through HB 3141 funding, fifty-six (56) Oregon educators have already been awarded scholarships for further education in Speech Language Pathology, a field identified with a severe shortage of professionals. These fifty-six speech language pathologists and speech language pathology assistants are currently working in Oregon school districts and, at the same time, are in professional development programs which will result in appropriate professional certification. Districts/ESDs from across the state are involved with the SLP and SLPA cohort programs, and many of the districts are located in the rural sections of the state. Even before the cohort members have completed their programs, the members are sharing their newly-honed skills in Oregon schools. We are anxious to begin an additional Oregon cohort, and invite your district or ESD to apply. The application deadline is March 1, 2010. The SLP program begins in February 2011. RE: Application Process of Lowering your Maintenance Of Effort Bar Some of you have been considering a request to lower your Special Education Maintenance of Effort bar during the 09-10 school year. As shared in previous trainings, doing so requires an application process. Because 'lowering your bar' requires a redirection of the amount you reduce your MOE into approved ESEA, Title 1, or Impact Aid programs, we are at a point in the fiscal year where it is necessary to make a final decision as to whether or not your district will make application. If you are a district giving serious consideration to this option, please carefully read the first attachment MOE Page One. If your district then decides to move forward, it would be necessary to complete an application. The application process includes the following: 1. A cover letter with an authorized signature that communicates your district's desire to invoke this option during 2009-2010. 2. A completed worksheet. Please use the second attachment: MOE Page Two. 3. A 1-2 page summary of the activities to which you plan to redirect the amount of money by which your MOE bar is lowered, including: A. Description of the activity or activities and; B. the amount of money that will be directed to each activity. 4. A brief description of how your district accounting system will track the redirected funds separately for your 2009-2010 financial audit. 5.
