Scholarship recipients will enroll in the Oregon cohort of the Speech Language Pathology Masters degree program through Nova Southeastern University (NSEU). During the 2007 Regular Legislative Session, House Bill 3141, Section 19 (12), was passed by the 74th Oregon Legislative Assembly. Each biennium, the Department of education may expend up to $150,000 from the State School Fund for the administration of a program to increase the number of speech-language pathologists and speech-language pathology assistants under sections 21 to 25 of this 2007 Act. Through HB 3141 funding, fifty-nine (59) Oregon educators have already been awarded scholarships for further education in Speech Language Pathology, a field identified with a severe shortage of professionals. These fifty-nine speech language pathologists and speech language pathology assistants are currently working in Oregon school districts and, at the same time, are in professional development programs which will result in appropriate professional certification. Districts/ESDs from across the state are involved with the SLP and SLPA cohort programs, and many of the districts are located in the rural sections of the state. Even before the cohort members have completed their programs, the members are sharing their newly-honed skills in Oregon schools. We are anxious to begin an additional Oregon cohort, and invite your district or ESD to apply. The application deadline is May 1, 2010. The SLP program begins in February 2011. From this, we received some valuable information that represented some flexibility for districts with the IDEA Stimulus Funds relative to the amount of IDEA ARRA funds that are required to be spent by June 30, 2010. With June 30, 2010 only 3 months away, we are sending this reminder message to ensure that you are prepared to expend the appropriate amount of your 2009-2010 IDEA ARRA subgrants by that date. Spending Timelines for Stimulus Funds: The original guidance was that 85% of Stimulus Funds should be obligated by September 30, 2010, with the remaining 15% obligated by September 30, 2011. This guidance remains true for Title I Funds, but the updated guidance for IDEA Stimulus Funds is more flexible for districts: "An LEA should use the IDEA recovery funds expeditiously. An LEA should obligate the majority of these funds during school years 2008-09 and 2009-10 and the remainder during school year 2010-11." (Guidance Document on IDEA Part B Stimulus Funds: http://stimulus.k12partners.org/content/updated-usdoe-idea-part-b-guidance-april-17th). ODE asked USDE if their guidance meant 51% or more by June 30, 2010. While the USDE indicated no specific percentage, we suggest you use this approach as a minimum goal. This does not prohibit spending more than 51% of your IDEA ARRA subgrants by June 30, 2010. It then could leave a district with up to 49% of its stimulus funds for use between 7/1/10 and 9/30/11. Please remember that while IDEA ARRA funds could conceivably be spent in four different fiscal years (February 17 to June 30 of 2008-2009, 2009-2010, 2010-2011 and the first three months of 2011-2012), the IDEA ARRA subgrants are considered by the USDE as a 2009-2010 grant. Currently, her teaching, research, and publications focus on the interface of bilingual and special education. Additionally, she consults locally and nationally on issues related to RTI and ELL students, least biased assessment of ELL students, and effective instruction for diverse learners. She is currently on the National Advisory Board for the National Center on Response to Intervention. Her publications include a chapter in the book The Psycholo gy of Multiculturalism published by the National Association of School Psychology and a chapter in the International Reading Association's book Improving Literacy Achievement in Urban Schools. She is a co-author of a national brief: A Cultural, Linguistic, and Ecological Framework for Response to Intervention with English Language Learners. For the past twelve years, much of her focus has been on preparing English as a Second Language (ESL) and bilingual teachers and most recently, bilingual special educators. Dr. Amanda Sanford, is Assistant Professor of Special Education at Portland State University where she teaches literacy methods and assessment courses to students earning their teaching licenses in Special Education. She earned her M.A. in Special Education and Ph.D. in School Psychology from the University of Oregon. Before her work at Portland State University, Dr. Sanford worked at the school, district, and state level to consult with schools on the implementation of response to intervention, research-based instruction, and use of screening and progress monitoring to improve instructional outcomes for students. She conducts training s on both English and Spanish language reading assessments and is co-author to two of the Spanish language literacy measures in the IDEL (Indicadores Din?micos del ?xito en la Lectura) literacy assessment package. She has also co-authored Spanish language instructional templates for teaching phonemic awareness, phonics, and fluency skills to students in Spanish. Erin Lolich, is the director of the Oregon Response to Intervention (OrRTI) Project. The OrRTI Project is a partnership between the Oregon Department of Education and the Tigard-Tualatin School District. The project began in 2005 and currently serves 32 school districts throughout Oregon. As members of the OrRTI Project, districts receive professional development and technical assistance to build and sustain their RTI systems. Prior to her work on the OrRTI Project, Ms. Lolich taught special education and worked as a literacy specialist. She is passionate about providing exemplary instruction to underserved and underrepresented stude nts and has taught in settings in Italy and India. They wanted to be sure you were aware of the field testing and the options available for students. We are pleased that ODE Assessment staff are so aware of the importance of bringing this information directly to you, in case you get questions or you are interested in learning how your students respond to these test items, should they use them. Constructed Response Items: Student Options Starting April 19, ODE will field test a new type of interactive, constructed response test item designed to assess different types of student knowledge that are typically not assessed using multiple choice questions. Students will manipulate objects on the screen, using the mouse or keyboard commands, to answer questions. ODE staff understand that the interactive nature of these items may pose a challenge for some students. Students who are not able to access these items due to physical or developmental reasons may skip them by using the "Next" button. By April 9, ODE will provide directions and a script for Test Administrators to use with students needing to skip these items. However, since these are field test items, the results will not impact a student's score and students will not be penalized for either skipping the items or completing them incorrectly. Field test results are important in the calibration of these items for future operational testing. At most, each student will encounter one or two of these field test items per test. A practice test is available on the OAKS Portal for these new item types. This test is not grade specific. Instead, it provides examples of the types of questions students might encounter in their spring tests. Having students take this practice test and gain familiarity with these new item types is strongly recommended as these items are unlike anything students have been exposed to in previous OAKS tests. Using the practice test with students will help them gain confidence with this new item type and will ensure that they are able to do their best and fully demonstrate their knowledge and skills when testing. The new practice test is available on the OAKS portal at: https://oakspt.tds.airast.org/Student/Default.aspx.
