This is the first Design Lab process used in the Department which included participation from Oregon stakeholders and experts from across the nation. As the year progresses, there will be further discussions about the recommendations. It will be a wonderful opportunity for us to focus on a very critical area of education, special education. There is much for special education to offer when it comes to supporting all students birth through adult endeavors. I look forward to deeper conversations with you about this work. You may already have this information but just in case --- Thanks. Nancy Latini A coaches campaign, called "Get Covered, Get in the Game," in seven states includes Oregon. This sounds like an opportunity for more school districts and ESDs to participate in School Medicaid Administrative Claiming (MAC) for outreach to children. Some school districts and ESDs have participated in MAC since around 2001. Oregon's success for enrolling children into Medicaid is due to school districts voluntarily participating in this program and claiming reimbursement for outreach activities. Please see the attached excel sheet that references school MAC reimbursements. Also, note low performance amounts are due to a number of k-12 school districts that choose not to participate. School MAC program targets K-12 population. EI/ECSE population is targeted through Targeted Case Management. Outreach under the School MAC program is matched 50/50. 50% local match provided by school districts and ESDs that participate and 50% federal match. Outreach activities are performed at schools as opportunities occur and are captured through quarterly random time studies for one day each month for each quarter (excluding summer). The process for the time studies use to be paper and thus many school districts found it to be cumbersome. However, this is no longer the case. Oregon has a statewide electronic data capture system for the time studies with built in edits and audits that make it cost and time efficient for Medicaid Administrative Claiming (MAC). This system is utilized for school MAC as well as the public health department MAC programs. Participation in school MAC is simple using time study one day per month per quarter for 3 quarters (summer is excluded) and doesn't have the documentation requirements like those for School-Based Health Services for the related services provided pursuant to an IEP or IFSP. -------------- next part -------------- An HTML attachment was scrubbed... This session is open to anyone interested in this critical topic. This extended session will provide detailed guidance about the use of RTI in making eligibility decisions for students with Specific Learning Disabilities. Participants will learn about the implementation of systems that allow school staff to conduct a comprehensive evaluation while progress monitoring and tiered interventions occur simultaneously. This woven approach to data collection and eligibility allows students to receive interventions quickly, both during and following eligibility determinations. Presenters: David Putnam, Tigard-Tualatin SD Lisa Bates, Tigard-Tualatin SD Jon Potter, Tigard-Tualatin SD The five-hour training will be held at the Eugene Hilton Hotel and Conference Center on October 5, 2011, at 10:00 am - 3:00 pm. Registration is free for Fall Conference participants. This change is in direct response to a recommendation in the Special Education Cluster compliance audit that was completed by the Secretary of State Audits Division on November 30, 2010. Beginning with the 2011-12 IDEA grants, the Oregon Department of Education (ODE) will begin requesting supporting documentation for some reimbursement requests for IDEA grants in EGMS. Supporting documentation requests will be periodic (e.g., not every EGMS claim will require submission of supporting documentation) and will be made to ensure that every district will have submitted supporting documentation at least once during a three year period. ODE's three-year monitoring cycle (grant years 2011-12, 2012-13, and 2013-14) is attached. If documentation for a claim is requested, the ODE grant manager will put the claim on hold in EGMS and send an e-mail requesting the supporting documentation. A sample documentation request form is also attached to this message. Once the documentation is received and verified, the claim will be approved.
