Hello Everyone: Thank you for your interest in supporting our office as we develop and update guidelines/technical assistance regarding Restraint and Seclusion based on the new statute effective January 1, 2012 and the subsequent, soon to be adopted, OARs 581-021-0550, 0553, 0556, 0563, and 0566. We are in the process of recruiting district representatives for the purpose of developing guidelines to assist districts and schools with implementation of the new law and rules. If you would like to recommend an individual from your district or building with interest and experience in the use of Restraint and Seclusion and de-escalation training programs, please forward their names to my attention. I anticipate a group of 5-7 members representing a cross-section from both the rural and metropolitan districts, along with varied experiences from a multi-cultural perspective. In preparation for that date, I want to inform you of timelines and documents that may assist you with this required public reporting. Please see below for action items by district administrators. In addition, in order to better streamline ODE reporting and release processes, I am informing you that ODE is moving the Special Education Child Count (SECC) release from March 7 to April 4 so that it aligns with the release of the Special Education Reports. No further action is required by the district. March 8 - March 14: District Preview of the 2010-2011 Special Education Report Cards Drafts of the 2010-2011 Special Education Report Cards will be posted on the secure district site for your preview: https://district.ode.state.or.us/apps/login/. ODE expects each district to proof its district report and either "Accept" or "Appeal" the report. If there are errors, ODE will expect the district to click on the "Appeal" button and provide the details of the correction(s) that the district is suggesting. However, please be advised that ODE will not change any data that have been submitted and previously validated by the district.
