RE:  TA and Guidelines Manual regarding Physical Restraint and Seclusion



The Oregon Department of Education, Office of Student Learning & Partnerships, is pleased to announce the posting of the 'Technical Assistance and Guidelines Manual' regarding the use of "Physical Restraint" and "Seclusion."  Oregon statute, chapter 665, Oregon Laws 2011 (Enrolled House Bill 2939), directed the newly adopted Oregon Administrative Rules, OARs 581-021-0550, -0553, -0556, -0559, -0563 and -0566, regarding restraint and seclusion that become law for public education programs beginning July 1, 2012.



The Technical Assistance Manual has been developed by a team of experienced school personnel from various school districts as well as other partners interested in this subject.  They worked to ensure that the implementation of best practices are considered in the use of restraint and seclusion.  The goal is to prevent and reduce such incidents, while keeping students and school staff safe when conflicts and/or problematic behaviors arise.
