This message will be distributed by ODE, OCDD, ODDS and OVRS to their respective stakeholders. The attached policy transmittal (http://www.dhs.state.or.us/policy/spd/transmit/pt/2013/pt13011.pdf) is an update and further clarification of previously issued transmittals. The intent is to provide additional guidance as to when support service funds may be authorized for individuals with intellectual and other developmental disabilities (I/DD) receiving Support Services for Adults through Brokerage, while still receiving secondary public school services. As DHS continues to implement its Employment First Policy and Governor's Executive Order 13-04, DHS recognizes that students may obtain integrated employment opportunities as a result of these public school services. These students may need ongoing supports such as job coaching to successfully maintain and improve those employment opportunities over time. The intent of this policy clarification is to allow school age individuals to continue to receive secondary educational services while receiving needed long term supports to their work in an integrated employment situation. One important provision of the Executive Order is the creation of a Policy Group comprised of key stakeholders and community partners to: 1) make recommendations to the Director of DHS and the Deputy Superintendent of Public Instruction regarding the design and implementation on issues including but not limited to education, outreach, development of provider capacity, training, and processes for assessment and discovery; and 2) recommend outcomes and metrics to the State, review the State?s performance under those metrics, and make annual recommendations to the Governor for improving performance. Also, this year, the shipment procedures for Procedural Safeguards are different from last year, as the Department of Education looks at new ways of conserving resources and working more efficiently with our District partners. This falls' shipment will contain the total number of booklets, including translations, that ODE will ship. Districts will make their own arrangements to provide any additional copies needed throughout the year rather than ordering them from ODE, ODE used the following district/program data to determine the number of booklets in each shipment: 1) December 2012 child count (SECC); 2) Child Find and Discipline Incident numbers and 3) a 10% overage. In 2012-2013, ODE paid for production of 519,000 booklets, although Oregon only has approximately 85,400 students, ages birth-21 years of age who receive special education services. We believe that basing the shipment quantity on specific district/program data will be a better use of resources for both ODE and its partners, and we appreciate your support of these changes. Translations are available in Spanish, Russian, Chinese, and Vietnamese.
