ODE uses the National Center for Special Education Accountability Monitoring (NCSEAM) Family Survey. Each district and county is surveyed once during the six-year sampling cycle, and survey results are incorporated into the district's Special Education Report Card. In small districts, all families are surveyed; in large districts random sampling is used (Beaverton only for the current 2013-2014 survey). The survey results report the percent of parents who say that schools facilitated parent involvement as a means of improving services and results for children with disabilities. The survey includes questions on the district's efforts to partner with parents, the quality of special education services, and the impact of special education services on family and parent participation in the special education process. The attached revisable sample letter was developed by ODE. We encourage you to share this letter with parents at annual IEP meetings or include the letter during the distribution of the Special Education Report Card. Please revise the letter to include your district or ESD particulars, information on local parent involvement activities and volunteer opportunities. We have attached a sample revisable flyer that you could send home to your families or post in your buildings. The following district's will be receiving School Age surveys for the 2013-2014 school year: Adrian, Athena-Weston, Beaverton, Bethel, Brookings-Harbor, Douglas County SD 4, Douglas County SD 15, Dufur, Eagle Point, Falls City, Greater Albany Public, Harper, Helix, Huntington, Jefferson County, Jewell, John Day, Klamath County, Lake Oswego, North Lake, North Marion, Paisley, Philomath, Prospect, Rogue River, Scio, Sherwood, South Harney, St. Helens, Silver Falls, Suntex, Ukiah, and Vale. The following ESD's will be receiving EI/ECSE surveys for the 2013-2014 school year: Columbia, Coos, Deschutes, Douglas, Umatilla, and Yamhill We anticipate that the surveys will be mailed to parents in mid-April. This fall's shipment will contain the total number of booklets, including translations, that ODE will ship, and this will be the last year ODE will print and ship the Procedural Safeguards to the Districts. Beginning next year (2015-16) districts will be responsible for making their own copies of the Procedural Safeguards and funds ODE historically used to produce and ship the booklets to Districts will be allocated to SPR&I grants. ODE used the following district/program data to determine the number of booklets in each shipment: 1) December 2013 child count (SECC) 2) Child Find and Discipline Incident numbers 3) a 10% overage Translations are available in Spanish, Russian, Chinese, and Vietnamese.
