Special Education and HQT Requirements

The Individuals with Disability Education Act (IDEA) and Elementary and Secondary Act  (ESEA) require special education teachers to meet highly qualified teacher requirements if the teacher is providing direct instruction in core academic subjects.  Special educators who provide only consultation to highly qualified teachers in adapting curricula, using behavioral supports and interventions or selecting appropriate accommodations, do not need to demonstrate subject-matter competency in those subjects.  In May 2014, the Oregon Department of Education made modifications to the guidance document for Highly Qualified: Special Education Teachers.  ODE encourages districts to review this document prior to hiring and/or finalizing teaching assignments for the 2014-15 school year.  The document can  be found below.

In addition, we have included the updated Individual Teacher Plan form for 2014-2015.
