Feel free to share this information as appropriate in your district and with parents. The Oregon tax code provides an additional tax exemption for parents of eligible children with disabilities in Oregon. The procedure for claiming an exemption for the 2016 tax year is explained in the Oregon Individual Income Tax Return and instruction booklets. Who qualifies for the exemption? A child qualifies if he or she meets all of the following criteria: * Qualifies as a dependent of the parent(s) for tax year 2016; * Is eligible for early intervention services (birth to age 3), early childhood special education services (ages 3 to 5) or receives special education as defined by the State Board of Education of the state where the child attends school; * Is considered to have a disability as of December 31, 2016 under the federal Individuals with Disabilities Education Act (IDEA) and related Oregon laws. What documentation must be submitted with the tax return to qualify for this exemption? As the tax instruction booklet indicates, the child must have an Individualized Education Program (IEP) or an Individualized Family Service Plan (IFSP), as well as a current eligibility statement as a student with a disability. If you do not have these documents contact your District for a copy of the IEP/IFSP cover sheet, and eligibility statement. Copies of the IEP/IFSP cover sheet and eligibility statement are not required to be submitted with the tax return. However, parents are advised to retain a copy with their 2016 tax records as the Oregon Department of Revenue may ask the parents to provide such documentation. In March of 2016, the Department convened a dyslexia advisory council to provide input and feedback in the planning process for implementing the requirements of the bill. The Oregon Dyslexia Advisory Council (ODAC), consisting of stakeholders from across the state, met regularly beginning in the spring of 2016 to develop a plan for universal screening for risk factors of dyslexia and to further delineate the process for teacher training. ODAC will continue to meet quarterly in the 2016-2017 school year. While the Department is still in the planning process to address SB 612 requirements, we want to provide the following information to assist school districts with planning for initial implementation efforts. The information is organized into two sections. The first section addresses frequently asked questions regarding the plan for universal screening for risk factors of dyslexia. The second section includes frequently asked questions specific to the teacher training requirements of SB 612. Some things that may be beneficial for the preparation of your proposal would be: * The YTP Needs Assessment. Some existing YTP teams worked on this the beginning of the biennium. An existing YTP team may not have completed this and may want to do the activity again. A potential proposer may want to use this tool to ready themselves to become a proposer. This is a good place to be introspective for existing YTP teams to consider what has been accomplished over the past year and a half as well as what still needs your attention. The same strategy would apply to a potential proposer: Be introspective and evaluate what your needs are as suggested by the Needs Assessment tool. * Pre-ETS Survey. Some existing YTP Sites worked with this tool in the recent past, some have not. Using the blank Pre-ETS Survey template posted below can be informative for both existing sites and potential proposers in considering where Pre-ETS can enhance the provision of Transition Services. Note: Understanding what Pre-ETS are is very important. A link to the Workforce Innovation Technical Assistance Center (WINTAC). This site gives great guidance, examples, and other information about Pre-ETS. * You will want to reach out to the VR Branch Manager and VRCs working with your district to see what their thoughts are and to see if they have any ideas about the next biennium.
