RE:  Applications Available to Participate in ORTIi


The Oregon Department of Education is pleased to announce that applications to participate in the Oregon Response to Instruction and Intervention initiative in the area of elementary literacy, beginning in the fall of 2017-18, are now available. The application deadline is 11:59 PM, June 28 2017.

Applications will be available on the ODE website by Friday, June 2nd.

The Oregon Response to Instruction and Intervention (ORTIi) initiative has supported districts across the state with the implementation of evidenced-based, Multi-Tiered Systems of Support (MTSS) in literacy since the Fall of 2005, and has a proven history of effectiveness. ORTIi expanded its scope in 2015-16 when it began supporting districts in the areas of middle school literacy and elementary math. Since 2005, ORTIi has provided training and technical assistance to over 90 school districts in Oregon.

The goals of the ORTIi initiative include:

ü  Facilitate the implementation of MTSS that is consistent with the work of other ODE offices and initiatives.

ü  Increase the percentage of students meeting benchmark in reading and math.

ü  Decrease the percentage of students at high-risk for reading and math failure.

ü  Close the achievement gap that exists between historically underserved student groups.

ü  Increase the percentage of students accurately identified as having Specific Learning Disabilities.

A maximum of 15 districts will be selected to participate beginning in the Fall of 2017-18. To be eligible to participate, districts must:

ü  Be an Oregon public school district that has not previously participated as a "Full Support" district

ü  Use an ODE approved researched-based elementary core reading program, OR use an independent adoption that includes materials that meet the criteria established by the State Board of Education. Districts with independent adoptions will complete the ODE ELA Adoption Criteria checklist and the ORTIi Curriculum Review Guide to demonstrate that the adoption meets these criteria.

ü  Have a research-based universal screening system

ü  Have commitment from the core leadership team to implement a comprehensive MTSS in the area of literacy for ALL students
