With the reauthorization of ESEA as the Every Student Succeeds Act (ESSA) the requirement changed for the alternate assessment based on alternate academic achievement standards (e.g., Oregon’s Extended Assessment); ESSA places a 1% cap on participation in the assessment. It states that, for each subject, the total number of students assessed using the alternate assessment is not to exceed 1 percent of the total number of all students in the State who are assessed in each subject. Additionally, it states that local educational agencies exceeding the 1% cap shall submit information to the State Educational Agency justifying the need to exceed such cap.”

In response to this new requirement ODE currently has scheduled two webinars for districts to learn more about:
1) the 1% participation requirement,
2) districts 1% participation rate by subject areas (ELA, Math, and Science) and disability codes (http://www.oregon.gov/ode/schools-and-  districts/reportcards/reportcards/Documents/Extended_1Pct_DisabilityCodes.xlsx<http://www.oregon.gov/ode/schools-and-%20%20districts/reportcards/reportcards/Documents/Extended_1Pct_DisabilityCodes.xlsx>),
3) the online, secure form for districts to use in submitting information to ODE (by 2.15.18) justifying the need to exceed the 1% participation cap (https://app.smartsheet.com/b/form/4984541f40d8493ab8ec02c54f6658c2), and
4) ODE’s oversight responsibilities.
