From ruby.sandberg at state.or.us Wed Apr 4 08:11:55 2018 From: ruby.sandberg at state.or.us (SANDBERG Ruby - ODE) Date: Wed, 4 Apr 2018 15:11:55 +0000 Subject: [SE-Dir] 2016-17 Special Education Report Card Message-ID: Sarah Drinkwater, Ph.D. Assistant Superintendent Office of Student Services ______________________________________________ April 4, 2018 Distribution of the Special Education Report Cards by School Districts Districts must take responsibility for ensuring that the Special Education Report Cards reach the parents of each student with an IEP enrolled in Oregon public schools. The Special Education Report Cards are distributed to parents in the same manner as the School and District Report Cards (IDEA 2004; OAR 581-022-1060; 2016-2017 District Part B Technical Manual). The Oregon Department of Education (ODE) requires distribution no later than May 20 of each school year. Many districts choose to mail their report cards to parents, however this is not a requirement. Guidelines for Reproducing and Distributing the Report Cards Distributing the Special Education Report Card to Parents * The 2016-2017 Special Education Report Cards and supporting documents are available for download on the Oregon Department of Education's website beginning April 4, 2018. (Please note: Special Education Report Cards are not available for download on the Achievement Data Insight Tool). * Paper copies of the official report cards are printed on 8.5 x 14 legal-size paper. * Districts may not alter the Special Education Report Cards in any way and must distribute them in their entirety. However, information can be added to the Local Information Panel. * Districts are not obligated to reproduce and distribute any documents except the actual report cards. * Many districts have special circumstances that may not apply to all districts but which affect their data. To provide additional information about the circumstances particular to a district, ODE uses note boxes to reference explanations and clarifications with an asterisk or a superscripted number. These boxes may not be altered by districts, even when the note boxes shown on the report card are blank. Local Information Panel * Districts can add information to the Special Education Report Cards in the Local Information Panel only. * The Local Information Panel is provided for the district to communicate local information that is not available statewide such as additional data, honors particular to a district, improvement plans, or a letter from the superintendent focusing on the successes and progress of the district. The information added to the Local Information Panel does not appear on the report cards displayed on the ODE website. * Directions for adding information to the Local Information Panel are located on page 51 of the 2016-17 School District Technical Manual. Each district is surveyed once during the three-year sampling cycle. Survey results are incorporated into the district's Special Education Report Card. In small districts, all families are surveyed; in large districts random sampling is used. ODE is working in conjunction with FACT Oregon (Oregon's Parent Training and Information Center) on this important endeavor. The survey results report the percent of parents who indicate that schools facilitate their involvement as a means of improving services and results for children with disabilities. The survey includes questions on the district's efforts to partner with parents, the quality of special education services, and the impact of special education services on family and parent participation in the special education process. The attached sample letter was developed by ODE. We encourage you to share this letter with parents at annual IEP meetings or include the letter during the distribution of the Special Education Report Card. You may revise the letter to include information on local parent involvement activities and volunteer opportunities. We also attached a flyer for families who may be asked to participate in the 2017-2018 parent involvement survey. Please share this flyer with families of children with disabilities residing in the following school districts: Adrian SD 61 Alsea SD 7J Amity SD 4J Annex SD 29 Arock SD 81 Athena-Weston SD 29J Brookings-Harbor 17C Burnt River SD 30J Camas Valley SD 21 Cascade SD 5 Centennial SD 28J Cor/H Corvallis SD 509J Cove SD 15 Dallas SD 2 Douglas County 4 Dufur SD 29 Eagle Point SD 9 Elkton SD 34 Eugene SD 4J Falls City SD 57 Fossil SD 21J Gaston SD 511J Gervais SD 1 Gladstone SD 115 Greater Albany SD 8J Harney County SD 4 Harper SD 66 Hermiston SD 8R Hood River County SD 1 Jefferson SD 14J John Day SD 3 Jordan Valley SD 3 Junction City SD 69 Juntura SD 12 Klamath Falls City SD 1 La Grande SD 1 Lowell SD 71 Marcola SD 79J Molalla River SD 35 Neah-Kah-Nie SD 56 Nestucca Valley SD 101J North Powder SD 8J Oakland SD 1 Oakridge SD 76 Oregon Trail SD 46 Port Orford-Langlois 2CJ Portland SD 1J Redmond SD 2J Reynolds SD 7 Riverdale SD 51J Rogue River SD 35 Scappoose SD 1J Scio SD 95 Seaside SD 10 Sheridan SD 48J Sisters SD 6 South Lane SD 45J Spray SD 1 Springfield SD 19 Stanfield SD 61 Suntex SD 10 Sweet Home SD 55 Troy SD 54 Willamina SD 30J Yoncalla SD 32 (Random sampling will occur in all bolded Districts.)
