Distribution of the Special Education Report Cards by School Districts
Districts must take responsibility for ensuring that the Special Education Report Cards reach the parents of each student with an IEP enrolled in Oregon public schools. The Special Education Report Cards are distributed to parents in the same manner as the School and District Report Cards (IDEA 2004; OAR 581-022-1060; 2016-2017 District Part B Technical Manual). The Oregon Department of Education (ODE) requires distribution no later than May 20 of each school year. Many districts choose to mail their report cards to parents, however this is not a requirement.

Distributing the Special Education Report Card to Parents
* The 2016-2017 Special Education Report Cards and supporting documents are available for download on the Oregon Department of Education's website beginning April 4, 2018. (Please note: Special Education Report Cards are not available for download on the Achievement Data Insight Tool).
* Paper copies of the official report cards are printed on 8.5 x 14 legal-size paper.
* Districts may not alter the Special Education Report Cards in any way and must distribute them in their entirety. However, information can be added to the Local Information Panel.
* Districts are not obligated to reproduce and distribute any documents except the actual report cards.
* Many districts have special circumstances that may not apply to all districts but which affect their data. To provide additional information about the circumstances particular to a district, ODE uses note boxes to reference explanations and clarifications with an asterisk or a superscripted number. These boxes may not be altered by districts, even when the note boxes shown on the report card are blank.
Local Information Panel
* Districts can add information to the Special Education Report Cards in the Local Information Panel only.
* The Local Information Panel is provided for the district to communicate local information that is not available statewide such as additional data, honors particular to a district, improvement plans, or a letter from the superintendent focusing on the successes and progress of the district. The information added to the Local Information Panel does not appear on the report cards displayed on the ODE website.
* Directions for adding information to the Local Information Panel are located on page 51 of the 2016-17 School District Technical Manual.
