Assistant Superintendent Office of Student Services ______________________________________________ April 2, 2019 Oregon school districts are required to universally screen for risk factors of dyslexia in kindergarten (and any first grade student newly enrolled in an Oregon public school in first grade) using a test identified by the Oregon Department of Education (ODE). In June of 2018, ODE released a list of approved universal screening tools for risk factors of dyslexia. Districts began implementing the screening requirement in the 2018-2019 school year. Oregon Administrative Rule (OAR 581-002-1820) requires that ODE annually review and update this list of approved universal screeners for risk factors of dyslexia. To be included on this list, a screener must meet the following criteria: * Have strong predictive validity, classification accuracy and norm-referenced scoring. * Include measures of all of the following areas at least once per year in kindergarten: ? Phonological awareness; ? Letter-sound correspondences; and ? Rapid naming. * Include measures of all of the following areas at least once per year in first grade: ? Phonological awareness; ? Letter-sound correspondences; ? Rapid naming; ? Word or pseudo word reading fluency; and ? Oral reading fluency. * Include options for progress monitoring measures. * Be cost effective. In February and March of 2019, ODE completed an internal review process that resulted in the addition of a new screener to the list: DIBELS 8th Edition (along with the tablet version of DIBELS 8th Edition: mCLASS: DIBELS 8th). Accessibility Information from Test Publishers As part of the annual review process, ODE requested that test publishers provide information on accessibility supports or accommodations available for students taking each screener. The Accessibility Supports for Universal Screeners resource provides a list of approved accommodations, a description of each and recommendations for use (including appropriate measures) for each of the approved dyslexia screeners. Districts can make decisions regarding accommodations for individual students based on these allowable accommodations submitted by the publishers.
