<p class="MsoNormal"><span style="font-size:12.0pt">With the reauthorization of ESEA as the Every Student Succeeds Act (ESSA) the requirement changed for the alternate assessment based on alternate academic achievement standards (e.g., Oregon’s Extended Assessment):
ESSA places a 1% cap on participation in the assessment. It further states that “local educational agencies (districts) exceeding the 1% cap shall submit information to the State educational agency justifying the need to exceed such cap.”<o:p></o:p></span></p>
