SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

1.  DISCUSSION AND FORECAST FOR NORTHEAST FORECAST AREA ZONES 630-638

Upper level ridge will slowly slide to the east tonight and tomorrow giving way to a frontal system and upper level trough later Saturday.  Moisture will probably not reach the region until later afternoon to evening.  Air mass will destabilize during the day, and with breezy southerly winds, will make for good to excellent smoke dispersion.

    OUTLOOK (SUNDAY - TUESDAY):

Minor upper level ridge will move in Sunday following the passage of the upper level trough early Sunday morning.  This ridge will not last very long and will give way to another front expected to move in Monday morning.  Trough will follow Monday afternoon then be replaced by an upper ridge for Tuesday.  Air mass will remain fairly unstable through this progressive weather pattern.

2.  DISPERSION

SATURDAY
Mixing height below 1000 ft early rising to 3000 - 4000 ft by late morning.  Afternoon mixing height rises above 5000 ft then lowers to 3500 - 4500 ft during the evening.

Transport wind SSE to SSW at 16 - 28 mph during the morning and afternoon.  Transport wind decreases to SSW to WSW at 10 - 22 mph during the evening.

Surface wind SSE to SSW at 10 - 20 mph during the morning and afternoon.  Surface wind decreases to SSW to WSW at 7 - 12 mph during the evening.

OUTLOOK:

SUNDAY
Mixing height 2200 to 3200 ft during the morning rising above 5000 ft during the afternoon.  Transport wind SW to WNW at 6 - 12 mph during the morning becoming W to NW at 6 - 10 mph during the afternoon.  Surface wind SW to WNW at 5 - 9 mph during the morning becoming W to NW at 6 - 10 mph during the afternoon.

MONDAY
Mixing height 2800 to 3800 ft during the morning rising above 5000 ft during the afternoon.  Transport wind WSW to WNW at 10 - 20 mph.  Surface wind SW to W at 8 - 12 mph during the morning becoming W to NW at 6 - 10 mph during the afternoon.

TUESDAY
Mixing height below 1000 ft early rising to 3000 to 4000 ft by late morning rising to 4000 to 5000 ft during the afternoon.  Transport wind SSE to SSW at 9 - 15 mph.  Surface wind SE to S at 5 - 9 mph.

3.  BURNING INSTRUCTIONS FOR NORTHEAST OREGON ZONES 630-638
    The following considerations should be adhered to in addition to
    the requirements of the Oregon Smoke Management Plan. These
    Instructions are valid for burning conducted on Saturday, October 17, 2009.

Avoid ignitions within 10 miles to the SSE through WSW of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 10 miles to the SSE through WNW in or near drainages leading to SSRAs.  No additional restrictions necessary.

    numbers to discuss daily burning.  For large burns (over
    2000 tons) or burns extending over a considerable period,
    please request a special forecast.  Avoid calling before
    8 a.m. and between 2 to 3 p.m.
