SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

1.  DISCUSSION AND FORECAST FOR NORTHEAST FORECAST AREA ZONES 630-638

Tuesday's upper ridge axis shifts east and an upper trough moves mainly into British Columbia and Washington on Wednesday.  The trailing cold front is rather weak since most of its support well to the north.  Thus it should mostly dissipate before reaching the region.  Northeast Oregon should see just some cloudiness from this system.

   OUTLOOK (WEDNESDAY-FRIDAY)

Another upper ridge builds over the area for dry weather and light winds Wednesday.  The ridge axis aloft shifts slightly east and another very weak front spreads some light rain to northwest Oregon by Friday evening. Some of this rain may make it over the Cascades and into northeast Oregon, but amounts would be light. Expect another upper ridge Saturday.  There is some evidence of a pattern change beginning Sunday or early next week that could bring more storminess to the area.

2.  DISPERSION

WEDNESDAY

Zone 630 and 632:

Transport wind SSW to SW at 10 - 20 mph during the morning.  Transport wind shifts to NW to NNW at 10 - 22 mph during the afternoon and evening.

Surface wind S to SW at 6 - 12 mph during the morning.  Surface wind shifts to NW to NNW and increases to 10 - 16 mph during the afternoon then decreases to NW to N at 6 - 10 mph during the evening.


Zone 633 - 638:
Mixing height 2600 - 3600 ft during the morning.  Afternoon mixing height rises to 3500 - 4500 ft then lowers below 1000 ft during the evening.

Transport wind SSE to SSW at 8 - 12 mph during the morning.  Transport wind shifts to WSW to NW at 6 - 10 mph during the afternoon then becomes light and variable and controlled by local terrain during the evening.

Surface wind SSE to SSW at 6 - 12 mph during the morning.  Surface wind shifts to W to NW at 5 - 9 mph during the afternoon then becomes light and variable and controlled by local terrain during the evening.

OUTLOOK:

THURSDAY
In the west mixing height 2100 to 3100 ft during the morning rising to 3400 to 4400 ft during the afternoon.  In the east mixing height 1300 to 2300 ft during the morning rising to 2500 to 3500 ft during the afternoon.  Transport wind WNW to NNW at 4 - 8 mph.  Surface wind light and variable during the morning becoming NNW to NNE at 6 - 10 mph during the afternoon.

FRIDAY
Mixing height below 1000 ft early rising to 1000 to 2000 ft by late morning rising to 2500 to 3500 ft during the afternoon.  Transport wind light and variable.  Surface wind light and variable.

SATURDAY
Mixing height below 1000 ft early rising to 2600 to 3600 ft by late morning rising to 4500 to 5000 ft during the afternoon.  Transport wind light and variable.  Surface wind light and variable.

3.  BURNING INSTRUCTIONS FOR NORTHEAST OREGON ZONES 630-638
    The following considerations should be adhered to in addition to
    the requirements of the Oregon Smoke Management Plan. These
    Instructions are valid for burning conducted on Wednesday, October 21, 2009.

Zone 630 and 632:
Avoid ignitions within 15 miles to the S through N of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 30 miles to the S through N in or near drainages leading to SSRAs.  Watch for shifting transport winds.  Recommend against burning units that will smolder significantly overnight.  Complete ignitions by 4:00pm.

Zone 633 - 638:
Avoid ignitions within 15 miles in all directions of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 30 miles in all directions of SSRAs.  Recommend against burning units that will smolder significantly overnight.  Complete ignitions by 4:00pm.

    The smoke management forecaster is available at (503)-
    945-7401. Please call this number and not individual's
    numbers to discuss daily burning.  For large burns (over
    2000 tons) or burns extending over a considerable period,
    please request a special forecast.  Avoid calling before
    8 a.m. and between 2 to 3 p.m.
