SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

1.  DISCUSSION AND FORECAST FOR NORTHEAST FORECAST AREA ZONES 630-638



    SATURDAY



An autumn-like weather pattern has set up across the Pacific Northwest.  A strong upper-level trough is centered about 700 miles off the Oregon and northern California coast and will circulate another surges of rain northward across western Oregon during the afternoon and evening.  Clouds will increase during the day, across northeastern Oregon, with an increasing threat of showers, from west to east.


     OUTLOOK (SUNDAY-TUESDAY)

The upper-level trough is forecast to finally move onshore late Sunday with a more steady rain likely soaking the region.  Some of the higher peaks may get a dusting of snow early Monday, with the passage of the upper-level trough.  The snow level could drop as low as 7000 feet north and 8000 feet south.  Colder air aloft will keep a few showers going into Monday afternoon with the flow aloft turning more westerly. Tuesday looks mostly dry with a continued westerly flow aloft.



2.  DISPERSION



SATURDAY



Zone 630 and 632:

Mixing height below 1000 ft early rising to 3000 - 4000 ft by late morning.  Afternoon mixing height rises above 5000 ft then lowers to 1000 - 1900 ft during the evening.



Transport wind SSE to SSW at 6 - 10 mph throughout the morning and afternoon.  Transport wind shifts to W to NW at 6 - 10 mph during the evening.



Surface wind light and variable and controlled by local terrain during the morning.  Surface wind increases to S to SW at 4 - 8 mph during the afternoon then becomes light and variable during the evening.



Zone 633 - 638:

Mixing height below 1000 ft early rising to 2500 - 3500 ft by late morning.  Afternoon mixing height rises above 5000 ft then lowers to 1000 - 1800 ft during the evening.



Transport wind SSE to SW at 4 - 8 mph during the morning and afternoon.  Transport wind becomes light and variable and controlled by local terrain during the evening.



Surface wind light and variable and controlled by local terrain.



OUTLOOK:



SUNDAY

In the west mixing height 2200 to 3200 ft during the morning rising to 4000 to 5000 ft during the afternoon.  In the east mixing height below 1000 ft early rising to 4000 to 5000 ft by late morning and through the afternoon.  Transport wind S to SW at 8 - 14 mph.  Surface wind SSE to SW at 4 - 8 mph.



MONDAY

Mixing height 2200 to 3200 ft during the morning rising to 4000 to 5000 ft during the afternoon.  Transport wind WSW to WNW at 9 - 15 mph.  Surface wind SW to WNW at 4 - 8 mph.



TUESDAY

Mixing height below 1000 ft early rising to 2500 to 3500 ft by late morning rising to 4500 to 5000 ft during the afternoon.  Transport wind light and variable.  Surface wind light and variable.



3.  BURNING INSTRUCTIONS FOR NORTHEAST OREGON ZONES 630-638

    The following considerations should be adhered to in addition to

    the requirements of the Oregon Smoke Management Plan. These

    Instructions are valid for burning conducted on Saturday and Sunday, September 18 and 19, 2010.

For Saturday:



Zone 630 and 632:

Avoid ignitions within 15 miles to the SE through NW of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 30 miles to the SE through NW in or near drainages leading to SSRAs.  Watch for shifting transport winds.  Recommend against burning units that will smolder significantly overnight.  Complete ignitions by 4 p.m.



Zone 633 - 638:

Avoid ignitions within 15 miles to the ESE through SW of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 30 miles to the ESE through SW in or near drainages leading to SSRAs.  Verify transport winds away from SSRAs if burning in any other direction.  Recommend against burning units that will smolder significantly overnight.  Complete ignitions by 4 p.m.



For Sunday:



Avoid ignitions within 10 miles to the SSW through W of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 15 miles to the SSW through WNW in or near drainages leading to SSRAs.

4.  SPECIAL NOTE:



    The smoke management forecaster is available at (503)-

    945-7401. Please call this number and not individual's

    numbers to discuss daily burning.  For large burns (over

    2000 tons) or burns extending over a considerable period,

    please request a special forecast.  Avoid calling before

    8 a.m. and between 2 to 3 p.m.
