SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

1.  DISCUSSION AND FORECAST FOR THE WESTERN OREGON AREA FORECAST ZONES 601-623

Cold front and upper level trough are racing toward the region today and will bring increasing moisture to the coast later this afternoon.  Rain will spread inland through the early evening hours.  Snow level rises briefly to 5000 - 6000 ft this evening as the front moves in then will quickly lower to 2500 - 3500 ft on Sunday.  Air mass will remain unstable through Sunday with excellent smoke dispersion.  Upper level trough moves through early Sunday then a ridge will build in later Sunday to begin stabilizing the air mass and diminish smoke dispersion.

    OUTLOOK (MONDAY - WEDNESDAY)

Upper level ridge continues to build in on Monday and will hold through Tuesday.  A warm front will ride over the top and bring some light moisture to the extreme northern part of the state Monday through early Tuesday.  Ridge will continue eastward on Wednesday but the next frontal system will hold off the coast.  Air mass will be quite stable through the period.  Smoke dispersion will be mostly poor but somewhat fair in the north associated with a little higher wind speeds near the warm front.

Zone 601, 602, 603 and 612 (North Coast Range):

MORNING
Mixing height above 5000 ft.
Transport wind WNW at 18 - 32 mph.
Surface wind WSW to WNW at 10 - 18 mph.

AFTERNOON
Mixing height above 5000 ft.
Transport wind decreases to WSW to WNW at 10 - 22 mph.
Surface wind WSW to WNW at 8 - 12 mph.

EVENING
Mixing height lowers below 3000 ft after sunset.
Transport wind decreases to WSW to WNW at 8 - 12 mph.
Surface wind SSW to WSW at 5 - 9 mph.

Zone 605-611 (North Cascades):

MORNING
Mixing height above 5000 ft.
Transport wind WSW to WNW at 15 - 30 mph.
Surface wind WSW to WNW at 10 - 18 mph.

AFTERNOON
Mixing height above 5000 ft.
Transport wind decreases to WSW to WNW at 10 - 18 mph.
Surface wind decreases to SW to WNW at 6 - 10 mph.

EVENING
Mixing height lowers below 3000 ft after sunset.
Transport wind SSW to WSW at 6 - 12 mph.
Surface wind SSW to WSW at 4 - 8 mph.

Zone 615-623 (South Coast Range and Cascades):

MORNING
Mixing height below 3000 ft early rising above 5000 ft by late morning.
Transport wind W to WNW at 12 - 24 mph.
Surface wind WSW to WNW at 8 - 14 mph.

AFTERNOON
Mixing height above 5000 ft.
Transport wind decreases to WSW to WNW at 8 - 12 mph.
Surface wind WSW to WNW at 6 - 10 mph.

EVENING
Mixing height lowers below 2000 ft after sunset.
Transport wind SW to W at 4 - 8 mph.
Surface wind becomes light and variable and controlled by local terrain.

OUTLOOK:

MONDAY
Mixing height below 1000 ft early rising to 1300 to 2300 ft by late morning and through the afternoon.  Transport wind S to SSW at 8 - 14 mph.  Surface wind SE to SSW at 4 - 8 mph.

TUESDAY
Mixing height below 1000 ft early rising to 1300 to 2300 ft by late morning and through the afternoon.  Transport wind SSE to SW at 4 - 8 mph.  Surface wind light and variable.

WEDNESDAY
Mixing height below 1000 ft during the morning rising to 1000 to 1800 ft during the afternoon.  Transport wind SSE to SSW at 5 - 9 mph.  Surface wind SE to S at 4 - 8 mph.

3.  BURNING INSTRUCTIONS FOR ALL ZONES IN THE WESTERN OREGON AREA
These instructions are valid for burning conducted on Sunday, November 22, 2009.

Coast Range

All Zones
Use standard guidance matrix. (See section 5 below.)  Ensure adequate distance from downwind SSRAs for smoke to dissipate.


Cascades

Zone 605, 606, 607, 608, 609, 616, 617, 622, and 623
Use standard guidance matrix. (See section 5 below.)  Ensure adequate distance from downwind SSRAs for smoke to dissipate.

Zone 610, 611, and 620
Units should be 1000 tons or less, spaced 5 miles apart, and 10 miles from downwind SSRAs.


Siskiyous
Use standard guidance matrix. (See section 5 below.)  Ensure adequate distance from downwind SSRAs for smoke to dissipate.

4.  SPECIAL NOTE:

    Call the smoke management duty forecaster at (503) 945-7401 to
    discuss burning.  Please do not call individual's numbers to
    discuss daily burning.  If the forecaster is not available,
    leave a message and he will return your call as soon as possible.
    Avoid calling between 2 to 2:30 p.m.

5.  STANDARD GUIDANCE MATRIX:

  * Greater than 5000 ft mixing height:  No burning within 5 miles of
    downwind SSRA.  Maximum 100 tons per mile from downwind SSRA.
    Example:  500 ton maximum allowed if burned 5 miles from downwind SSRA.

  * 3000 - 5000 ft mixing height:  No burning within 10 miles of
    downwind SSRA.  Maximum 75 tons per mile from downwind SSRA.
    Example:  750 ton maximum allowed if burned 10 miles from downwind SSRA.

  * Less than 3000 ft mixing height:  No burning within 15 miles of
    downwind SSRA.  Maximum 50 tons per mile from downwind SSRA.
    Example:  750 ton maximum allowed if burned 15 miles from downwind SSRA.

  * All exceptions must be coordinated with the duty forecaster
    prior to ignition.
