The employee serves as the Regulatory Impact and Benefit-Cost Analysis (RI-BCA) Team Leader and reports to the Director of the Office of Transportation Policy Studies. The two principal focuses of the RI-BCA Team are the assessment of the cost effectiveness of highway discretionary grant proposals and the preparation of regulatory impacts analyses for FHWA rulemakings.
