Greetings,

This was sent to me by Deb La Marche, NRTRC. It provides the most succinct
description of these two notices for proposed rule making. If you are
interested in providing comments to the FCC, you will need to read the
documents in their entirety. If not, the fact sheets will give you the
basic information.

Best,
Cathy

Hi,

Just a heads up that the FCC has issued two recent documents that should be
of interest to health care providers. Here are links to them. These will be
discussed at our conference.

*Promoting Telehealth for Low-Income Consumers*

Notice of Proposed Rulemaking – WC Docket No. 18-213

https://docs.fcc.gov/public/attachments/DOC-358067A1.pdf

72 pages, but starts with a 1-page Fact Sheet

This proposes the establishment of a $100 million pilot program to deliver
health care to patients in their homes. There is a 30 day comment period
after publication in the Federal Register, followed by a reply comment
period which closes 60 days after publication in the Federal Register. The
actual order will come out sometime after that, perhaps sometime this fall?

(*Editorial note from me*: Be aware that generally the FCC only covers
broadband costs. It sounds as though they *may* consider covering
telehealth equipment if the connectivity is embedded within it. However,
the FCC will not cover programmatic costs, including personnel, so
applicants will need to be prepared to cover these costs themselves.)

*Promoting Telehealth in Rural America*

Report and Order – WC Docket No. 17-310

https://docs.fcc.gov/public/attachments/DOC-358434A1.pdf

151 pages (!) but starts with a 1-page Fact Sheet

This is a draft which will be discussed at the FCC Commission meeting on
August 1. The intent is to reform the Rural Health Care program, something
that is badly needed.

Best regards,

Deb
