<strong><font face="Georgia" color="#8b0000" size="5">CTeL Brown Bag<br><br>FCC Broad Band Rule-What's Next?</font></strong><br><br><span style="FONT-FAMILY: lucida sans unicode,lucida grande,sans-serif"><span style="COLOR: #808080">At this month's Washington Live! Brown Bag Telehealth Seminar, the Center for Telehealth and e-Health Law (CTeL) will welcome Jeffrey Mitchell, an attorney with the communications law and engineering firm of Lukas, Nace, Gutierrez & Sachs. At this month’s Brown Bag, Mr. Mitchell will provide a brief overview of the initial round of public comments filed in the Federal Communications Commission (FCC) rural health care proceeding, which is currently underway. The FCC sought public comment on significant proposed changes to the 12-year old Rural Health Care Program that currently funds discounts on the telecommunications and internet costs of rural health care providers. The proposed program changes seek to implement recommendations contained in the FCC’s National Broadband Plan and apply lessons learned from the FCC’s Rural Health Care pilot program that provided funding for regional statewide health care networks. Initial comments were due September 8 with reply comments due September 23. Ample time will be available for questions and discussion.<br>
<br>Bio<br>Jeffrey A. Mitchell specializes in federal and state universal service issues with a focus on compliance and rural broadband investment. While an attorney at the Universal Service Administrative Company (USAC) from 2003-2010, Mr. Mitchell handled universal service contributions matters including appeals, audits, FCC enforcement referrals, contributor delinquencies and bankruptcy. Mr. Mitchell was the first director of beneficiary compliance audits at USAC and directed the broadband infrastructure investment program known as the Rural Health Care Pilot Program. Mr. Mitchell received his J.D. degree from the Georgetown University in 1997 and received his undergraduate degree from the University of Washington in Seattle in 1993.</span></span><br>
