The final allocations for Title IIA have been posted on the Title IIA Allocations page<http://www.oregon.gov/ode/schools-and-districts/grants/ESEA/IIA/Pages/Title-IIA-Allocations.aspx> of the ODE website. We appreciate your patience as we worked to ensure we could provide accurate numbers given the changes that ESSA has precipitated. As I shared in our May technical assistance webinar, funding is one of those changes.
The 2017-18 Title II, Part A grant award from the US Department of Education to Oregon received a reduction of approximately 10 percent from the 2016-17 grant award. On top of this overall reduction, the formula used to allocate funds to districts changed significantly.
Under No Child Left Behind (NCLB), the allocation of Title II, Part A funds were based on 80 percent poverty and 20 percent population, but there was a "hold harmless" provision that was based on the formula in place prior to the enactment of NCLB. The formula was based 50 percent on your ratable portion of Title I, Part A funds statewide and 50 percent on your population of students age 5-17. In effect, this basically froze your Census poverty data as of 2001.
Under ESSA, the "hold harmless" provision has been eliminated. The formula is now based strictly on 80 percent poverty (Census) and 20 percent population. Therefore, your allocations increased or decreased depending on your changes in poverty since 2001. In our May webinar we suggested that districts plan for at least a 15% reduction. The degree to which population and poverty has changed within districts in the last 15 years means that ultimately some districts had a greater reduction while others saw an increase in their allocation.
