Katie and friends, on reflection, I interpret the IMLS definition of a children’s program as inclusive of SFSP, unless the library is truly ONLY providing the space. The IMLS definition includes this line: “Count
all children’s programs, whether held on- or off-site, that are sponsored or co-sponsored by the library.“ As far as I can gather, ALL the Ohio libraries that are SFSP sites are actively involved in planning, promotion/publicity, set-up, meal provision,
program/activity provision, clean-up, and/or supervision. I’d say that certainly makes them “co-sponsors” at the least.

Looking at the definition from IMLS, Oregon is trying to figure out this sentence: “A children’s program is any planned event for which the primary audience is children and which introduces the group
of children attending to any of the broad range of library services or activities for children or which directly provides information to participants.”

In this specific case and a many Oregon libraries, the onsite free Summer Food Service Program (SFSP) is more of a partnership in which the sponsor prepares and delivers lunches to the library and library staff
or library volunteers set-up the meal area, distribute lunches, track SFSP statistics, report SFSP statistics to their sponsor, and clean up. In these cases, is SFSP a library service? Are these SFSPs planned event which introduces the group of children attending
to a library service?

At least two Oregon libraries are the SFSP sponsor and the site, library staff go grocery shopping and prepare the meals and do absolutely everything. In these cases, is SFSP a library service? Are these SFSPs
planned event which introduces the group of children attending to a library service?

If a library is just providing facilities for SFSP like they would to anyone else reserving space in the library, then that is clearly
not a library program. It’s another organization’s program, they just happen to be using library space.

people who use library meeting rooms to hold a meeting, these are not programs. However, if the library were to offer a story-time during lunch or a magic show or a book discussion etc… you would count that as a library program. The pleasure of using library

However, I guess I will need to consult with my state data coordinator for clarification. According to the program definition as outlined by IMLS, I could see where an argument AGAINST counting the statistic could be made, depending on
program sponsorship. Per the IMLS definition:

A children’s program is any planned event for which the primary audience is children and which introduces the group of children attending to any of the broad range of library services or activities for children or which directly provides
information to participants. Children’s programs may cover use of the library, library services, or library tours. Children’s programs may also provide cultural, recreational, or educational information, often designed to meet a specific social need. Examples
of these types of programs include story hours and summer reading events. Count all children’s programs, whether held on- or off-site, that are sponsored or co-sponsored by the library.
Do not include children’s programs sponsored by other groups that use library facilities. If children’s programs are offered as a series, count each program in the series. For example, a story hour
offered once a week, 48 weeks a year, should be counted as 48 programs. Exclude library activities for children delivered on a one-to-one basis, rather than to a group, such as one-to-one literacy tutoring, services to homebound, homework assistance, and mentoring
activities. This figure is a subset of the Total Number of Library Programs (data element #600)

https://www.imls.gov/sites/default/files/legacy/assets/1/AssetManager/PLS_Defs_FY2014.pdf

However, what constitutes sponsorship – and how does that affect partnerships and collaborations, such as summer feeding? The library may not be providing the food, but the space itself is a critical resource, as well as the marketing and
promotions the library does around the program?

We have several libraries offering the free summer lunch program 5 days a week and doing a storytime and/or summer reading activity in conjunction with lunch once or twice a week. Obviously, those are programs to be tracked for public libraries
