[AL-Directors] Updated mask guidance

Hello again, library directors! There are lots of COVID updates this week, so I apologize for clogging your inboxes.

Oregon Health Authority recently released updated face covering guidance<https://sharedsystems.dhsoha.state.or.us/DHSForms/Served/le2288K.pdf>. The new update requires face coverings at all times except for the following scenarios in the workplace:


  *   When eating or drinking
  *   When in a private, individual workspace (i.e. office occupied by one person with the door closed)

The upshot of this change is that people who work in cubicles or open work areas need to wear masks, even if they're at their personal workspaces.

The guidance also includes further details on when face shields are (or are not) appropriate, face masks for youth, and making accommodations for employees, volunteers, and patrons.
