DAS Receives PGE Grant for Solar Project

[DAS Solar]Project will support EV charging for state fleet

On behalf of participating Green Future℠ customers, Portland General Electric Company (PGE) has awarded DAS up to $416,610 to support the installation of a renewable energy project at the state Fleet and Parking Services facility in Salem. DAS was among several other grant recipients from PGE's Renewable Development Fund competitive award process in 2020. The 250 kilowatt (kW) array will support charging for the state's growing fleet of electric vehicles.

The project will be among the largest solar installations to date by a state agency and complements DAS sustainability goals to reduce greenhouse gas emissions and increase its share of electricity derived from renewable sources. DAS also plans to install a solar array on its recently acquired North Valley Complex building in Wilsonville.

DAS will begin the design process in 2021, with completion of the fleet array anticipated in the 2022-23 timeframe.

DAS Sustainable Procurement Program takes shape

[Sust Procure]Revised price agreements, training, policy on deck for 2021

A team from DAS and the Oregon Department of Environmental Quality (DEQ), in collaboration with the Oregon Sustainability Board, is helping evolve the DAS Sustainable Procurement Program. Efforts are underway to develop a comprehensive statewide sustainable procurement policy to direct state agencies in their procurement practices. The team is also helping evaluate sustainability opportunities in contracting for energy and water efficient equipment, building materials, IT hardware, fuels, and more, and it is helping develop metrics to track and report on agency progress. The DAS Procurement Services training team has developed a sustainable procurement class, which is offered quarterly to state agency staff as well as members of the Oregon Cooperative Purchasing Program. The DAS Sustainable Procurement Program website <https://www.oregon.gov/das/OPM/Pages/sustainable.aspx> contains information on directives, resources and best practices.

EV charging coming to state parking facilities

[EV]State parking facilities throughout Salem to be upgraded

Combined with parking lot repairs at several sites, DAS plans to install between 100 and 150 Level 2 electric vehicle (EV) chargers at the Salem Motor Pool and most parking lots/structures around the state government's Capital Mall in Salem. The chargers will primarily serve state vehicle needs as DAS and agencies electrify the state fleets, but they will also provide worksite charging for state employees and offer some limited public access charging. The project is in full design phase with construction estimated to begin on indoor parking structures around the turn of the calendar year. Work on the lots requiring trenching and repairs will follow through the next spring and summer construction season. Efforts to electrify the state fleet are just one component of work<https://www.oregon.gov/odot/Programs/Pages/Electric-Vehicles.aspx> by ODOT, ODOE, the Public Utilities Commission and other agencies to support vehicle electrification across Oregon.

OSP receives Earthwise Certification

[OSP EW]Agency recognized for green practices in headquarters

In November 2020, the Oregon State Police (OSP) received Earthwise Certification for their headquarters in Salem. Earthwise, a program of Marion County<https://www.co.marion.or.us/PW/ES/disposal/programs/earthwise>, guides and certifies businesses, organizations and agencies for sustainable practices in their buildings and operations. In obtaining certification, OSP addressed various areas for improvement/implementation and continues to look for sustainable solutions. OSP's facility has bio-retention swales to treat and infiltrate surface storm water, a reflective membrane roof, LED lighting throughout, occupancy sensors with dimmers, native drought-tolerant plants in landscaping, and recycling centers. OSP also uses green-certified cleaning products throughout the facility. This is just a short list of energy efficiency and sustainability tools and practices employed by OSP.

ODOT begins greenhouse gas inventory

[Hwy 26]Project will identify GHG reduction opportunities

The Oregon Department of Transportation (ODOT) has initiated an effort to inventory greenhouse gas emissions related to the agency’s construction and maintenance operations. The inventory will provide ODOT with an important understanding of the emissions associated with work performed and services purchased by the agency. The final deliverable will provide a breakdown of current practices compared against best practices, including cost differences (with considerations for data and commodity pricing challenges), lifespan differences, emission reduction potential, and other co-benefits such as opportunities for equity, additional resiliency or local economic development. The inventory is scheduled to be complete by the end of the year. The work is being managed by the ODOT Climate Office<https://www.oregon.gov/odot/Programs/Pages/Climate-Office.aspx>, which is overseeing a range of initiatives to reduce greenhouse gas emissions in Oregon's transportation sector and adapt to an already changing climate.

Climate Adaptation Framework and Equity Blueprint published

The State of Oregon’s new Climate Change Adaptation Framework<https://www.oregon.gov/lcd/CL/Documents/2021_CLIMATE_CHANGE_ADAPTATION_FRAMEWORKandBlueprint.pdf> calls for a coordinated, multi-agency response to climate change. The Framework emphasizes that climate change is a stress multiplier, unequally affecting Oregonians.

The Climate Equity Blueprint<https://www.oregon.gov/lcd/CL/Documents/2021_Jan_Climate-Equity-Blueprint.pdf>, produced along with the Framework, provides tools to assist state agencies in the delivery of equitable climate change adaptation programs to underserved and overburdened urban and rural communities.

ODOE Releases 2020 Energy Report

In January 2021, the Oregon Department of Energy issued its 2020 annual SEED report.<https://www.oregon.gov/energy/Data-and-Reports/Documents/2021-SEED-Report.pdf> The SEED process calls for state agencies to work with ODOE in the initial design of their building projects so cost-effective energy conservation measures (ECMs) are planned for and incorporated into building designs. The report also documents energy use in existing state buildings and tracks this use against high efficiency performance targets.
