As a follow-up to our info/trainings in 2022, DAS would like to start the process of collecting greenhouse gas inventory information and priority operational climate actions from agencies for its annual enterprise sustainability report.

I have re-attached a letter from SOS Fagan, Chair of the Sustainability Board, that was sent to agency directors last year.

As I am sure we can all relate, the first part of 2023 has been a time of transition for all of us, so we had decided to hold off on requesting data for agency reporting until near the end of Quarter 1.

Now that things have settled down, we are requesting the following information from agencies by no later than April 30:


  *   Your 2018 GHG inventory for your fleet and buildings.
  *   Your 2021 GHG inventory for your fleet and buildings.
  *   Your top 2-3 priority climate actions to meet state 2035 targets in your agency's operations (preferably identified through the Climate Action Planning Tool, but it could be through other custom climate action plans).

If you are an agency that does not own buildings, you will be replying only with your fleet data.

As a reminder, agencies listed in EO 20-04 include:

The following agencies are highly encouraged to report as they own buildings or have larger staff footprints and can also help lead by example:

The Climate Action Planning Tool provided by DAS and the Sustainability Board, combined with fleet and building data we already have, should make the inventory process relatively straightforward. The Tool will also help identify priority actions in fleet and/or buildings to meet the 2035 GHG reduction goal.

Steve Markham in the DAS Office of Sustainability is available to help you with obtaining and reviewing your data, as well as loading it into the tool. Please reach out with any questions, or if you are new to the Tool (new staff, new agency).

We will also create, on the Microsoft Teams site, a workbook where you can enter your GHG inventory numbers and top climate actions.

We will be in touch periodically to check in on your progress and help troubleshoot/support you.

As many of you know because we have recently been in contact one on one with you, DAS is going to report to the Oregon Sustainability Board at their meeting next Tuesday which agencies have completed operational greenhouse gas (GHG) inventories using our climate action planning tool, and which of those agencies have developed or started developing strategies to reduce GHGs in operations.

Our main focus has been on those agencies in EO 20-04, as those agencies were specifically directed to prioritize GHG reductions in decision making. If we have not heard from you by Tuesday and you are an agency listed in the EO, we will assume the answer to both is no (or not yet).

If you are an agency NOT listed in EO 20-04 but have compiled a GHG inventory and/or looked at GHG reduction strategies for your operations, please let Steve or I know before Tuesday so we can recognize you. As we have stated before, we encourage all agencies - particularly those that own buildings and/or fleet - to use the tool.

All we are asking for now is:


  *   Have you compiled a GHG inventory (YES/NO/in progress)
  *   Have you developed GHG reduction strategies (YES/NO/in progress)

In 2023, we will be compiling actual GHG data from agencies, as well as lists of GHG reduction actions to which agencies have committed for an annual enterprise sustainability report.

If you did not attend trainings on using the climate action planning tool or need help accessing data we have on your building and fleet GHGs, please reach out to us for help.

I have re-attached the letter to agencies from Board Chair SOS Fagan earlier this year on the tool and reporting on agency progress.
