answered the question from the standpoint of "last copy" collections at the Oregon State Library.
However, I thought I would see if I could obtain additional input.
Her request is particularly aimed at:
1) Public Libraries
2) Focus upon books, as opposed to serials or audio-visual materials

Hello,
I am writing an article for Library Journal on the topic of “last copy” collections. Academic libraries already do a fair amount in this area of collection development with their regional depositories and collaborative collection development. My focus, however, is public libraries (there’s always a catch!).
Could you point me in the direction of libraries in Oregon that you believe have last copy collections, or barring that, libraries that come to mind as “good sources” for a comprehensive collection? For example, in California, I know the San Francisco Public Library has a “Last Copy Policy” component in their collection development/management policy. Or Los Angeles Public Library has an extensive California fiction collection.
I did find that the New Hampshire State Library has a last copy repository for New Hampshire fiction.
I am very appreciative of any leads you might be able to give me.
