ALA submits reply comments to FCC on E-rate Notice of Proposed Rulemaking

Late last night, the ALA submitted reply comments to the Federal
Communications
Commission (FCC) on the recent E-rate Notice of Proposed Rulemaking (NPRM).
ALA
commended the FCC for its continued efforts to improve this all-important
program so that more library applicants can benefit from the discounts it
provides on telecommunications services.

The reply comments focus on the FCC’s proposal to add leased dark fiber to
the Eligible Services List.  ALA has been a long time advocate for libraries
being able to determine their own connectivity needs and to be able to
determine the most cost effective broadband solutions to meet those needs.
 For
some libraries this is likely to be fiber-based.  The FCC seeks to provide
more
flexibility to E-rate applicants to select broadband services.  ALA reply
comments ask the Commission to further clarify a number of issues to ensure
applicants can make informed decisions.

The reply comments also discuss the proposal to change the Urban/Rural
discount
matrix and request the Commission determine an approach that disadvantages
the
fewest number of applicants in any revisions to the definitions of Urban and
Rural.  ALA requests that the Commission address the sometimes inconsistent
use
of terminologies in the proposed rules to avoid any unnecessary applicant
confusion or inaccurate interpretation of the rules.  Finally, ALA asks the
Commission to allow for further comment if there are issues in cannot fully
resolve prior to making any final decisions in those areas.
