[Libs-Or] Policies and Pot

Yeah, I'm just not that concerned about it. Our city attorney's opinion
was that "consuming or ingesting" could probably be used to cover vaping
in the library, should it ever become an issue (so far it has not). In
combination with our behavioral standards, I have few concerns that
consumption of marijuana on the library premises is something to become
too concerned about in my community. If someone defends its use on
prescription grounds, we would be looking at patron behavior and what
constitutes reasonable accommodation.

Kirsten,

Some patrons may have a prescription for cannabis.

There are also a multitude of ingestion methods...

I would be hesitant to focus on that, but would focus on behavior.

In addition to barring smoking and tobacco products, our policy
states:

"Consuming or ingesting any food, drink, or any other substance, except
for prescription drugs, is prohibited on the premises, except that food
and drink is permitted in designated areas. Water in a spill-resistant
container is permitted through-out the facility."

I feel pretty comfortable that this eliminates concerns about ingesting
marijuana on the premises. As far as having marijuana and associated
paraphernalia on one's person, I figure it's not really my problem, any
more than I find it problematic if someone stops in on their way home
from the grocery store with an unopened bottle of wine in their
backpack. If it's legal, I don't see why I would be concerned about
someone having a pipe or a bong in their possession.

Apologies if this has been discussed and I missed it.. I may have been
busy reading ‘The Martian.’

Most of us have in our policies and codes of conduct something about
not using ‘alcohol and other illegal substances.’ As we all know, on
July 1 marijuana no longer fits that second category. Yes, the law as
written prohibits lighting up in public, but we need to consider…

-A 21 year old hanging out in/near the teen area with a joint tucked
behind each ear. Anybody comfortable with that?
-Anyone vaping 10 feet from your exits/entrances could be consuming
massive amounts of THC.
-That plate of brownies on the desk of your lead cataloger… or the
bong a volunteer brought in to show a friend.

My plan is to go through my policy manual and add ‘and other
intoxicants’ anywhere we talk about alcohol, and to flat out ban
marijuana (and other THC products) and any tool used to consume it from
the library grounds.

What’s your plan/language?

Thanks!
